OPPORTUNITY The Technical, Operational, and Program Support (TOPS) project is a five-year United States Agency for International Development- (USAID-) funded institutional support contract for USAID's Bureau for Development, Democracy, and Innovation (DDI) to meet the pressing challenges caused by climate change.
