The Opportunity:
Multnomah County Department of County Human Services is pleased to announce an open competitive recruitment for an Early Childhood Program Specialist in the Youth and Family Services Division. This is a part time position located in Downtown Portland, 209 SW 4th Ave, Portland OR 97204. This position is scheduled as routine telework Monday-Friday 9:00 AM – 1:00 PM. All employees must reside in Oregon or Washington; Multnomah county cannot support ongoing telework from other locations.
The eligible list created from this recruitment may also be used to fill future regular, limited duration, or temporary positions in DCHS.

About the Position: This position is responsible for program development tasks associated with programs and contracts funded through the Department of County Human Services, Youth and Family Services Division using a racial equity lens. This position actively engages in review, design, implementation, monitoring and assessment of the Parent Child Development Services.
Primary responsibilities include:
A. Parent Child Development Services Program Development
Maintain in-depth knowledge of Parent Child Development Services, staying abreast of any new research or best practices that support the PCDS network.
Review PCDS measures and program instructions annually to ensure that they still pertain to program goals and adjust them if necessary
Collaborate with SUN evaluator(s) to make necessary evaluation changes and develop any additional evaluation tools
Engage in program research and analysis of service gaps and needs and make needed program changes.
Coordinate and support PCDS providers’ network including bi-monthly meeting coordination. Meeting support includes preparing agendas, taking notes and facilitating
Collaborate with Early Learning programs to provide support and ensure communication among programs. Early Learning programs include the Prenatal to 3rd Grade program (P-3) and the Early Kindergarten Transition Program (EKT).
Collaborate with SUN Service System programs to ensure communication and collaboration among programs. SUN Service System programs include SUN Community Schools, Hunger Relief, SUN Youth Advocacy, and Family Resource Navigators
Connect with the Preschool & Early Learning Division to make sure families get connected to Preschool for All and provide collaborative planning for long term alignment.
B. Technical Assistance
Provide consultation or technical assistance via phone, email or in person to contractors to support program implementation.
Provide one on one or small group orientation for staff who are new to the subject matter to ensure full understanding of program and contract expectations.
Coordinate with staff at the Portland Children’s Levy for best possible collaboration on services that complement our PCDS network.
Coordinate training opportunities for contractors and support cross program connection and professional development to increase collaboration and alignment.
Participate in procurement planning and implementation support for county procurements.
C. Monitoring and Reporting
Review output and outcome reports to monitor and troubleshoot any problem areas with contractor performance. Communicate issues with contractors, provide technical assistance and follow up to ensure issues are addressed.
Review narrative and other reports from contractors to ensure compliance and identify examples of effective and innovative practices.
Plan and implement the Monitoring of contractors to ensure contract compliance
Partner with the Data team to review data quality and connect with organizations if there are concerns.
D. Communication and Meeting Participation
Participate in Early Learning Multnomah partnership meetings and work groups
Participate in other relevant community-wide meetings, collaboratives or issues related to the two program areas and early childhood work more broadly.
Participate in SUN Service System team meetings and Youth and Family Services all-staff meetings.
Provide pertinent information, updates and briefing papers, as necessary, as to supervisor and others regarding issues related to areas of responsibility and assigned contracts.
Participate in hiring processes such as rating of application questions and interview panels.

Minimum Qualifications/Transferable Skills*:
Equivalent to a Bachelor's Degree AND
One (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience).
