Job Description Summary:
Under general supervision, to lead, coordinate, supervise and administer the Right-of-Way (“ROW”) Permit and Inspection program, coordinate work by private parties within or impacting public rights-of-way and easements; interface with the public on flood management, wetland protection, water, wastewater, drainage, transportation and right-of-way issues; complete engineering utility and transportation review of building permit applications; and perform related duties as required.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assumes the lead role on complex, high profile, and impactful right-of-way permit projects by acting as the review expert and principal reviewer for permits and plans. Serves as community contact. Coordinates review and inspection of permits to work in public rights-of-way, public easements, and related work on private property in ways that include, but are not limited to, the following:
- Supervises assigned staff in accordance with city supervisory standards.
- Monitors permit activity levels and review times for conformance with established performance standards.
- Coordinates with permit applicants, contractors, homeowners, and the public to resolve issues.
- Coordinates with the city Traffic Engineer to ensure that work zone traffic control is in accordance with city standards.
- Coordinates with engineering review and water quality staff to ensure that construction sites are in conformance with local, state, and federal stormwater requirements.
- Works with utility and transportation staff to coordinate work efforts and minimize impacts to the public.
- Coordinates with review engineers to ensure that inspectors understand plan requirements and appropriately manage field issues and changes.
- Keeps supervisor and communications staff apprised of potential impacts to the public.
- Ensures that requirements of permits and agreements are met, including financial guarantee and warranty requirements. Ensures that as-built drawings and acceptance reports for city infrastructure are completed in accordance with established performance standards.
Interacts extensively with the public and others including applicants, the public, developers, engineering consultants, city staff, and other governmental agencies on public infrastructure matters. This includes the following:
- Supervises assigned staff in accordance with city supervisory standards.
- Resolves conflicts and revisions with development review applications.
- Investigates complaints, performs field visits, and resolves problems related to design and public works infrastructure.
- Responds to public inquiries. Provides information, determines requirements, and makes recommendations regarding fees, ordinances, codes, design standards, policies, and specifications for public works.
- Serves as primary engineering technical liaison to the Planning Board, community groups, and others concerned with development review, flood and wetland related issues.
Coordinates and completes engineering review of building permits and related inspections including, but not limited to the following:
- Completes review of building permit applications related to impacts to utilities and transportation infrastructure.
- Supports the Chief Building Official in ensuring that permitting and inspection are completed in accordance with established performance standards.
- Coordinates with permit applicants, contractors, homeowners, and the public to resolve issues.
- Coordinates with engineering staff and other work groups to ensure that permits are in compliance with applicable city requirements.
- Works with Chief Building Official and enforcement staff to resolve code violations during construction.
Serves as a primary point of contact and liaison for private utility companies operating in Public Rights-of-Way and Public Easements including, but not limited to:
- Makes sure that companies understand related city regulations associated with work activities.
- Coordinates with companies to minimize private and public property damage and resolve issues.
- Works with companies to establish standards for construction methods, materials, and damage prevention.
- Takes actions to resolve violations of city codes and standards.
Coordinates directly with other managers and staff to develop standards and procedures and to resolve issues with active projects including but not limited to:
- Works with transportation operations, maintenance, and capital construction supervisors and staff on issues such as project coordination, facility restoration, and traffic control.
- Works with utilities operations, maintenance, and capital construction supervisors and staff on issues such as protection and restoration of facilities, project coordination, and materials and methods.
- Works with Utility Billing Supervisor and staff to exchange of data and resolution of billing issues.
- Works with City Forester and Landscape Architect to minimize impacts of construction on city owned trees.
- Works with Community Vitality Department managers and staff on projects impacting the Downtown and University Hill areas.
Updates job knowledge regarding development review and engineering design methods, standards, City land use and public works regulations, and the Boulder Valley Comprehensive Plan and associated department plans on an ongoing basis. Remains aware of and is sensitive to community issues impacting the development review process.
Researches legal documents, surveys, construction drawings and as-builts, grants or dedications, development agreements and historical development/project records for information related to easements, ordinances, property ownership, public improvements, and reimbursements. Maintains related records.
Assists as required in the review and development of City Capital Improvement Projects (CIP) and maintenance projects. Provides related research, design recommendations, and analysis.

- Ability to read and interpret engineering construction drawings, surveys, plats, engineering studies and technical reports, design manuals, codes, and regulations.

- Skilled in utilizing written and verbal communication, including the ability to prepare clear and concise written correspondence, reports, and recommendations, and to make public presentations.
- Valid Colorado Driver’s license and ability to maintain an acceptable motor vehicle record.
- Have and maintain acceptable background information, including criminal conviction history
- Ability to interpret municipal codes and design standards.
- Knowledge of public works infrastructure installation, maintenance, inspection or engineering including development review and code interpretation in a municipal environment.
REQUIRED EDUCATION AND EXPERIENCE
- Bachelor's degree in Civil Engineering, Construction Management or related field Licensed Professional Engineer (obtain state of Colorado License within 6 months of hire); or equivalent of eight (8) years' experience may substitute for the education requirement only.
- Four (4) years of increasingly responsible civil engineering experience demonstrating knowledge, understanding, and performance of related technical functions including hydrologic, hydraulic, stormwater management analysis and design.
- One (1) year of supervisory or lead experience.

WORKING CONDITIONS AND REQUIREMENTS
- Physical & Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in a combination of an office setting and an outdoor construction setting, and to operate field equipment. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
- Work Environment: Work environment is a combination of an office environment and being outside on construction projects including exposure to weather, noise, equipment, dust, uneven surfaces, excavations, traffic, and other hazards. Works in a setting subject to continuous interruptions and background noises.
- Machines and Equipment Used: Frequently uses standard office equipment including personal computers, telephones, calculators and copy/fax machines. Also uses engineering scales and instrumentation, City vehicle, microfiche and microfilm reader.
