The County of Riverside’s Aviation Division within the Transportation and Land Management Agency (TLMA) has a vacancy for an Airport Coordinator I/II  (Administrative Services Analyst I/II) located at the French Valley Airport in Murrieta, California.  
 
The Administrative Services Analyst I/II will assist with office and field work involved in the management of airport tenants to include management of airport leases and accounts, and Airport Rules and Regulations enforcement. Additional responsibilities will include answering phones, issuing tenant notices, scheduling meetings, managing hangar rentals, performing calculations for annual Consumer Price Index lease increases, gathering and researching information from a variety of sources including other county departments such as the Assessor-County Clerk-Recorder, and assisting in the preparation and processing of various documents and reports (mileage logs, airport inspections, expense reports, statistical reports, appraisals, etc.).

The Administrative Services Analyst I/II must be politically savvy with great communication skills as this position will have to initiate difficult conversations regarding rules and regulations enforcement, past due accounts, and airport development. The department desires candidates with a high level of attention to detail since the incumbent will be managing contracts, tenant accounts, and other documentation.
 
Prior related experience in aviation is desired but not necessary. Candidates must have good computer skills, particularly in Excel and Word as well as excellent grammar, spelling, and punctuation skills.

The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for several county departments which includes The Aviation Department.
 
• Collect, organize and analyze program or project data.

• Conduct needs assessment and determine program priorities.

• Ensure implementation of programmatic, organizational, administrative, budgetary, financial, and personnel elements of a variety of aviation programs.

• Arrange facilities for the staging of various special events, conferences and meetings.

• Review routine property and equipment lease agreements, subcontracts, change orders, and contract extensions.

• Participate in coordinating and meeting with agencies, technical consultants, County personnel, and other involved persons to negotiate contract terms, work schedules and budgets.

• Negotiate routine contracts.

• Answer airport inquires. 

• Perform research or analytical duties in the development of plans, projections, evaluations, recommendations, and statistical and narrative reports.
Administrative Services Analyst I

$27.38 - $36.32 Hourly

$4,745.91 - $6,295.89 Monthly

$56,950.95 - $75,550.65 Annually


OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

OPTION II
Experience: Four years of paraprofessional experience in an administrative capacity.

OPTION III
Experience: One year as an Administrative Services Assistant with the County of Riverside.

ALL OPTIONSKnowledge of: Correct grammar, spelling and punctuation; general office procedures, including preparing correspondence and reports.

Ability to: Gather and analyze basic program data, reason logically, draw valid conclusions, generate and evaluate alternatives; plan and prepare materials to be used in promotional materials; plan and coordinate effective citizen participation groups; establish and maintain effective relationships with tenants, the general public, and fellow staff members; communicate effectively in oral and written form to individuals and groups of various organizational and socio-economic levels; understand, interpret and apply the provisions of basic government regulations, policies and program operator contracts; learn the basic principles and procedures of real estate transactions; learn the terminology used in real estate transactions such as leases, rights-of-way, easements, etc.; learn, understand, and apply the laws relating to the acquisition, sales, and leasing of property; learn the methods and techniques of facility space management; assemble and analyze data logically and to make arithmetical computations accurately.

Administrative Services Analyst II

$33.25 - $44.13 Hourly

$5,762.84 - $7,649.51 Monthly

$69,154.05 - $91,794.15 Annually


OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative, paraprofessional or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)  Experience: One year of professional experience in an administrative capacity. 
OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative paraprofessional, or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.) Experience: Two years of paraprofessional or technical experience in an administrative capacity.
OPTION III
Experience: One year as an Administrative Services Analyst I with the County of Riverside.

ALL OPTIONS
Knowledge of: Principles of administration, organization and management necessary to analyze and evaluate operations, services and programs; principles and practices of fiscal management and/or budgetary control; grantsmanship; basic elements of supervision; and/or contract monitoring.  Ability to: Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; monitor expenditures and maintain fiscal control; develop and write grant applications; interpret legislative and administrative mandates and regulations; plan, organize and supervise the work of subordinate clerical or technical staff; establish and maintain effective working relationships with those contacted in the course of work; communicate effectively in written and verbal form.
