Job Description

Position Information This is a Department Promotional Examination and is open only to eligible employees of the Kern County Public Works Department who have permanent status in the classified service and received an overall standard or better on their last employee performance report. Examination Schedule: Oral Exam: Should an oral exam be necessary, the oral exam will be conducted on February 10, 2025. Examinations: Examination components for promotional testing will be administered during the scheduled dates/times/locations without exception. Appraisal (Weight 100%): Will be conducted for the purpose of evaluating the applicant's training, education, experience, interest and personal fitness for the position. Appraisal can be based on any combination of the following: Investigation, oral exam and rating of the application. Applicants must attain at least 70% score on each phase of the examination process. Should an oral exam be necessary, the oral exam will be weighted at 100%. Minimum Qualifications / Employment Standards: Graduation from an accredited college or university with a Bachelor's degree in Business, Public Administration, Finance, Engineering, Laboratory or Earth Science, or closely related field, AND five (5) years of progressively responsible experience in government or business in an administrative or management capacity, one (1) year of which must have been in a supervisory capacity; OR Registered Professional Engineer or Geologist AND three (3) years of progressively responsible experience in government or business in an administrative or management capacity, one (1) year of which must have been in a supervisory capacity; OR any equivalent combination of training and experience. A Master's Degree in Public or Business administration or closely related field may be substituted for the required experience on a year for year basis. Possession of a valid California Motor Vehicle Driver's License is required. ***Applicants qualifying based upon education, must attach a copy of their degree or transcripts verifying the conferral of a degree, to their application. ***Applicants qualifying based upon possession of a Professional Engineer or Geologist registration, must attach a copy of their registration certificate. Additional Information Admittance to the examination will require a valid government issued photograph identification. Applicants who are unable to present proper identification must make arrangements with the Human Resources Division prior to the test date. A background check may be conducted for this classification. Following an offer of employment, you may be required to submit to post offer medical and drug screening tests at County expense. This examination will establish an eligible list from which an immediate appointment will be made at the Public Works Department. Other permanent and temporary appointments will be made as needed. Successful candidates will remain on the eligible list for a period of twelve-months, unless specified otherwise by the Civil Service Commission.
