This position joins a dynamic and agile Human Resources Team comprised of 24 talented Labor Relations, Safety, Recruitment, Staffing, HRIS, Transactions, and Learning and Development professionals.
As a Learning Development Specialist, you will lead the strategy, design, implementation, and continuous improvement of MNIT’s enterprise wide programs partnering with senior leaders, stakeholders, and vendors to align initiatives with organizational goals, ensure measurable outcomes through data-driven methods, and apply best practices in adult learning and instructional design.
This position requires an employee to be onsite at 600 North Robert Street, Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

Position requires a minimum of three (3) year of professional learning and development experience.
Experience must include:
- Employee development, instructional design, and adult learning theory.
- Use of learning management systems administration, learning analytics, and data-driven decision-making.
- Microsoft Office Suite, SharePoint, and virtual collaboration tools to enable effective program delivery and management.
- Ability to manage complex, cross-functional projects from planning through implementation while meeting deadlines and strategic objectives.
- Facilitating instructor led, live and online learning.
- Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
- Customer service skills that include active listening, empathy, and problem-solving.
A Bachelor's degree in Human Resource Development, Organizational Development, Instructional Design, or a related field may substitute for one year of experience.
- Comprehensive understanding of DEI principles and strategies for embedding accessibility and inclusivity into training design and delivery.
- Skilled in analyzing complex data, interpreting trends, and translating insights into actionable recommendations.
- Experience developing and delivering eLearning content in alignment with WCAG 2.1 accessibility standards, including proper use of alt text, captions, keyboard navigation, color contrast compliance, and screen reader compatibility across authoring platforms (e.g., Articulate Storyline, Adobe Captivate, or equivalent).
- Skilled in administering and presenting assessments, as well as designing tailored employee programs that align with organizational needs.
- Capable of engaging, coaching, and influencing leaders and teams across the organization to drive development and change.
- Skilled in developing communications plans to drive engagement and participation in employee development programs.
