Under administrative direction, the Informed Choice & Support Planning Policy Specialist will be responsible for the development, coordination and oversight of the informed choice process, support planning and informed choice policy for four Medical Assistance (MA) Home and Community-Based Services (HCBS) disability Waiver Programs. They will consult a large and diverse number of external stakeholders to inform the development of best practices, training, continuous improvement and legislative reform. This position will be the division subject matter expert of informed choice and support planning, and provide technical assistance, training and support to Counties, Tribal Nations, and providers. Responsibilities include:
Serve as the division leader in the development of the informed choice process in HCBS waivers for people with disabilities in alignment with state and federal requirements as well as department and division priorities and goals.Establish best practices, validate outcomes and develop recommendations through the engagement of external stakeholders
Coordinate the evaluation of HCBS program policy impacts on informed choice, assuring informed choice is attained and best practices are integrated into practical policy application.Promote Culture of Safety strategies and provide recommendations to management on key factors in performance
Direct and provide critical expertise in the development of technical assistance and training as it relates to informed choice.Anticipate the needs of stakeholders and proactively develop timely training, technical assistance and support resources.Coordinate internal staff support and develop strategies to monitor technical assistance trends.
As primary public guardianship administration back-up, provide technical assistance, support and application of the powers and duties appointed to the Commissioner of the Department of Human Services (DHS) and delegated to lead agencies to act on behalf of the Commissioner
Minimum Qualifications
3 years professional experience in HCBS policy, case management and support planning service delivery or policy. Experience must demonstrate the following:Experience using continuous improvement and data to drive systems change
Project management skills to coordinate projects and resources across business areas
Knowledge of laws and administrative procedures to serve as a technical expert in policy forums and conferences
Bachelor's Degree in Developmental Disabilities, Social Work, Public Policy or related field may substitute for 1 year of experience OR Master's degree in Developmental Disabilities, Social Work, Public Policy or related field may substitute for 2 years of experience
Preferred Qualifications
Demonstrate strong human relations skills; communicate clearly and professionally with a variety of individuals/groups, in person and in writing (e.g., technical, statistical, rules/policies, narrative, non-narrative documents)
Utilize project management, process improvement and related approaches
Plan, manage and facilitate meetings; understand diverse, sometimes competing, concerns of stakeholders, interest groups and constituents; develop and utilize facilitation strategies to foster collaboration and build working relationships
Demonstrated proficiency in Microsoft Word, Excel, PowerPoint, SharePoint and Outlook, ability to learn, understand and apply new technologies
Variety of experiences working effectively with others from different backgrounds and/or cultures
