This position is required to work out of the St. Paul office building during their probationary period. Once passed, they are expected to be in the office 50% of the time.
This position owns oversight and responsibility of county policy and procedure for Medicaid collections. Specifically, this position is responsible for developing and supervising the county recovery programs in compliance with state and federal medical assistance and debtor-creditor laws. He or she serves as the primary point of contact and program director for the county recovery programs _._
Minimum Qualifications
Three (3) years professional public programs experience working directly with trusts, estates, probate, and/or real estate property law.
Experience must demonstrate:
Ability to interpret and explain federal law and Minnesota Statutes as it pertains to Recoveries and State Policy and Department practice in Estate Recovery
Extensive knowledge of the Estate Recovery and MA/NPC lien laws and operations
Comprehensive knowledge eligibility and claims payment systems such as (MAXIS, METS, and MMIS).
Knowledgeable about data privacy law and policy as it applies to estate recovery practices.
Experience with probate and non-probate collections procedure from estates
Experience teaching and developing learning materials; ability to communicate on a variety of levels
Preferred Qualifications
The ability to negotiate claims and deal with difficult persons or situations.
The ability to analyze cases, situations and circumstances and make appropriate decisions.
Continuous improvement experience and/or certification.
Good interpersonal relations skills; executive-level verbal and written communication skills; and the ability to produce desired outcomes under broad policy direction.
Skills-training, public speaking, and meeting facilitation skills.
Variety of experiences working effectively with others from different backgrounds and cultures.
