BUILDING & PLANNING
Building and Plans Check Supervisor
SUMMARY:
Under general direction, plans, supervises, and performs plan review activities, including the examination of structural and non-structural plans and specifications to determine areas of compliance or non-compliance with established codes and ordinances; plans and coordinates the work of subordinate staff performing plan review and building inspection work; meets with developers, architects, general contractors, subcontractors, and the general public to provide technical assistance on existing and proposed construction projects and to help resolve any disputes; verifies that special building inspections are performed as specified; and performs other related duties as assigned.
This class is distinguished from the class of Senior Building and Plans Inspector as an incumbent in the latter class may lead and perform advanced and specialized building inspection and plan checking duties but does not have full supervisory responsibilities.
SUPERVISION EXERCISED:
An incumbent in this class may directly or indirectly supervise the work of other employees.
JOB DUTIES:
The duties listed below represent the various types of work that may be performed. The omission of specific duties does not prevent the assignment of work that is appropriately related to this class.
-Plans, supervises, and performs plan review staff and operations; oversees and supervises the examination of structural and non-structural plans and specifications and specialized inspections of buildings to determine areas of compliance or non-compliance with building, green building, plumbing, mechanical, energy efficiency, accessibility and fire codes.
-Plans, schedules, assigns, directs, and evaluates the work of subordinate staff performing plan review and building inspection work; ensures that staff adhere to county and departmental policies and procedures as well as legal requirements; ensures that employees receive appropriate job-related training; promotes teamwork and skill development; initiates corrective and disciplinary actions as needed; participates in staff hiring processes.
-Meets with developers, architects, general contractors, subcontractors, and the general public to provide technical assistance on existing and proposed construction projects and to help resolve any disputes between plan examiners, building inspectors, and/or the public.
-Verifies that special building inspections are performed as specified in the approved construction documents.
-Meets with other city, county and state public agencies, including planning, health, engineering, and fire officials, to discuss and resolve problems relating to construction issues.
-Prepares detailed written and/or oral reports regarding meetings and plan review activities; provides technical plan review comments as necessary.
-Recommends policies, methods, and procedures for plan review and field inspections.
-Directs and coordinates joint and special inspections with representatives of various public agencies concerned with welfare, health, and fire prevention.
-Researches, compiles, and analyzes information; maintains records and prepares complex reports.
-Attends meetings, classes, and training; serves on committees, teams, and task forces as assigned; performs and/or participates on special projects.
-Performs other related duties as assigned.
QUALIFICATIONS:
Education and Experience
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
Completion of 60 semester (or equivalent) college units from an accredited college or university, including 15 units (or equivalent) in planning, architecture, engineering, construction technology, construction project management, or a related field.
Experience:
Seven years performing technical plan review or building inspection work for a public sector building department.
Licenses and Certificates:
-A valid license to drive a vehicle in Colorado and a safe driving record is required at the time of appointment and throughout employment.
-Must become certified by the International Code Council as a Residential Plan Reviewer within one year of appointment and must maintain certification throughout employment.
-Must become certified by the International Code Council as a Commercial Plan Reviewer within two years of appointment and must maintain certification throughout employment.
