Job Description

Position Summary

Ramsey County operates seven different yard waste sites that receive leaves, grass, garden waste, and tree/shrub waste from residents. The sites also provide finished compost and wood mulch/chips free of charge to residents. The yard waste sites operate 38 hours/wk. April – Nov. and weekends only Dec.-Mar. Ramsey County also provides collection of residential recyclables such as metal, glass, and plastic at the County’s Environmental Center in Roseville. The Environmental Center is open year-round, 35 hours per week. The Service Worker position involves working at either a yard waste site or the Environmental Center or working a combination of both functions. The primary responsibilities of the Service Worker position are to manage residential traffic and to ensure only acceptable materials are being received while directing residents on proper placement of those materials on site. The Service Worker position may also aid other functions within the Environmental Health Division related to waste management and recycling, such as one-day collection events. The Service Worker full time position hours can be either 38 hours/wk. (April-Nov.) at the yard waste sites or 35 hours/wk., year-round at the Recycling Center. The Service Worker on-call position is intermittent, filling in when/whereas needed and at any yard waste location and/or at the Environmental Center.

To monitor day-to-day operations at a yard waste collection site to include public oversight, maintaining safety, directing traffic, customer education, materials management, data collection, and other such duties as assigned.

Examples of Work Performed

  • Open and close the yard waste collection site on time.
  • Monitor incoming yard waste and other compostable and recyclable materials to ensure that only acceptable materials are being delivered.
  • Direct traffic in a manner that provides for the safety of site users, co-workers, and equipment operators while making efficient use of the site by the public.
  • Direct residents to place materials at the proper locations on site.
  • Prohibit delivery of unacceptable materials while informing those residents of other management options.
  • Identify and prohibit commercial yard waste services, businesses, and residents from non-participating counties from using the site while informing them of other permissible recycling options.
  • Pick up litter on site and remove unacceptable materials from collection areas, occasional brush and weed trimming, and other site upkeep and maintenance. During winter hours notify supervisor when plowing is needed, shovel snow and spread deicer as needed.
  • Instruct/inform the public in a positive manner on proper use of the site.
  • Answer questions asked by site users, and if answer is unknown direct them to the appropriate web site or phone number.
  • Provide education on yard waste, wood waste and organics/food waste collection and other programs, activities and campaigns.
  • Distribute compostable bags to those participating in the organics/food waste recycling program.
  • Record participation data and other operations data as assigned.
  • Facilitate the activities of volunteer Master Gardeners who provide lawn care and gardening information to the public.
  • Oversee community groups that volunteer to assist in unloading yard waste during busy fall weekends, provide safety instruction to those groups, and monitor participants for safety.
  • Survey the public, when instructed, on programs relating to waste reduction and recycling.
  • Assist members of the public in unloading yard waste from vehicles when necessary.

Minimum Qualifications

Education: Sufficient to perform the work assigned.

Experience:
Six months of customer service experience.

Substitutions:
Equivalent combination of education and related experience.

Certifications/Licensure:
Must have a valid driver’s license.

Exam/Screening Process Information

Routine Service Appointments. All applicants for routine service classifications who meet the minimum qualifications for the classifications shall receive an examination score of 90 points. Qualified veterans who apply for veterans’ preference shall be awarded veterans preference points in accordance with Minnesota Statutes 197.46 (the Veterans Preference Act). The Director shall refer all qualified applicants to the appointing authority having vacancies in the appropriate classification, as prescribed in Minnesota Statutes 383A.288, Subd. 5 of the Personnel Act.

Eligible List:
The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Service Worker. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for three months or days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

Criminal Background Checks: All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. Each case is considered on its individual merits and the type of work sought. However, making false statements or withholding information will cause you to be barred from employment, or removed from employment.

In addition, you will be subject to a pre-employment health screening.

E-Verify Participation: Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment. Employers may not use E-Verify to pre-screen job applicants and may not limit or influence the choice of documents you present for use on the Form I-9.
