Description

The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgments, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.

The Department is seeking to fill a Data Analyst to oversee system upgrades, smoke and regression testing and overall maintenance of the State’s MIS. Performs data analysis and research; uses data-oriented programming languages and tools to collect, query, analyze and report on program data; performs other duties as assigned.

Job Duties

  • Completes required Federal Performance reports for the Department of Workforce Development (DWD).
  • Analyze reports for errors and anomalies; train and provide technical assistance
  • Coordinate work with IT staff and contractors to compile reports utilizing system data and other resources; troubleshoot issues.
  • Serve as liaison and program lead for technical reviews, upgrades, change request and other improvements
  • Collaborate with local workforce area staff on gathering data for required Federal reports.
  • Conduct research of available resources to provide financial and programmatic guidance.
  • Responds to management inquiries.
  • Works with staff to coordinate resolution of issues and be able to recognize local area or contractor need for assistance
  • Provide data and, or, work with Leadership assist on performance negotiations with the Department of Labor (DOL) and, or, the 10 local workforce areas.
  • Run adhoc report to utilize the knowledge of Enterprise Business Intelligence (EBI) and Structured Query Language (SQL)
  • Perform other duties as assigned.

Skills And Knowledge

  • Experience completing smoke testing, regression testing and user acceptance testing (UAT)
  • Experience developing and deploying system upgrades and enhancements based on user feedback
  • Experience compiling, reviewing and analyzing data to identify errors, inconsistencies and anomalies
  • Skill in oral and written communication
  • Demonstrated experience collecting, analyzing and submitting data and performance reports to US Department of Labor

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in information technology (IT) or related field OR certification in an IT-related field.

EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in IT data analysis.

Substitute EDUCATION for EXPERIENCE: A master's degree in computer science will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Two years of additional related experience in IT data analysis will substitute for the education requirement.

Working Conditions

Incumbents working in this job title typically perform duties in an office setting. May require minimal travel.
