Fulfills the mission of Norwich University by serving as University's primary authority for the certification and administration of Veteran's Educational Benefits and Military Tuition Assistance for on-campus and affiliated programs. This role ensures full compliance with Department of Veterans Affairs (VA), Department of Defense (DoD), State Approving Agency (SAA), and institutional regulations while supporting eligible military-affiliated and veteran students from enrollment through graduation. The SCO works collaboratively across academic and administrative offices to maintain accurate certification, billing, reporting, and regulatory compliance.

Essential Functions

  • Serve as the Primary VA School Certifying Official for on-campus programs.
    • Submits enrollment certifications, amendments, terminations, and graduation certifications in accordance with VA regulations.
  • Monitors student enrollment status, registration changes, academic progress, and degree applicability to ensure compliance with VA and Military Tuition Assistance requirements.
  • Maintains and reconciles VA and DoD student accounts, including payment posting, debt resolution, and coordination with Student Accounts and Financial Aid.
  • Submits required updates, catalogs, and annual reviews to the VA State Approving Agency (SAA), including program approvals, curriculum changes, tuition updates, and teach-out plans.
  • Ensures transfer credits, program requirements, and degree audits are applied appropriately for the use of VA benefits, Military Tuition Assistance, and other federal funding sources.
  • Acts as a designated signatory on Registrar-related actions (adds/drops, withdrawals, readmissions) and report enrollment changes to VA and applicable military portals in a timely manner
  • Monitors changes in federal, state, and military education benefit regulations and recommend procedural updates to ensure ongoing institutional compliance.
  • Collaborates with Registrar, Financial Aid, Academic Affairs, Student Accounts, and Student Affairs to ensure consistent and compliant administration of VA and DoD education benefits.
  • Prepares for and support VA, DoD, and SAA compliance surveys, audits, and reviews.
  • Utilizes Banner, ARGOS, OnBase, and SharePoint/MS Teams to generate reports related to enrollment, grades, academic progress, and administrative withdrawals.
  • Applies and maintain billings contracts in Banner to reflect anticipated VA and Military Tuition Assistance payments.
    • Reconciles accounts and coordinate resolution of overpayments or debts.
  • Maintains and updates institutional records in VA Enrollment Manager, Military Tuition Assistance portals, and other required systems.
  • Serves as a knowledgeable point of contact for students, faculty, and staff regarding VA education benefits and certification policies.
  • Demonstrates proficiency with VA, DoD, and institutional systems, including Microsoft Office Suite, VA Enrollment Manager, Tungsten, AI Portal, and NCMIS.
  • Assists with the smooth day-to-day operation of the office.
    • Troubleshoots problems as they occur
    • Participates in decision making strategies for the efficient running of the office and implementation of new initiatives.

  • Speaks, reads, and writes in English.
  • Communicates by telephone, email, letter, in person, or other means or device.
  • Performs other tasks as assigned by supervisor.

Job Requirements:
  • Bachelors degree required.
  • Prior Military, Military School, or ROTC Experience(s) Preferred
  • Higher Education Administrative Experience Preferred
  • Knowledge of and Experience Reading and Interpreting Federal Regulatory Documents
  • Excellent Written Communication Skills and Attention to Detail
  • Proficiency in MS Office (Word, Excel, SharePoint, Teams, and Outlook)
  • Able to sit, squat, reach, push, pull, and manipulate related equipment; lift 25 pounds; travel outdoors to various parts of the campus.
  • Work some evening or weekend hours.
