Position Description:

The Health Plan Coordinator/Non-State Coordinator position is located in the Health Plan Operations Unit, State Employee Health Plan (SEHP) section of the State Employee Health Benefits Plan (SEHBP.)

This position works in conjunction with the Senior Manager of Health Plan Operations to manage Non-State Employer (NSE) group contracts and Health Plan Vendor services and agreements. Acts as the primary coordinator and contact for the NSE groups managed under the SEHP and handles member and group inquiries related to SEHP covered services and programs. Handle incoming calls, written communications and contact vendors on plan issues. Review vendor responses and evaluate the accuracy of the response to the benefits outline in the benefits description. Elevate issues to the Senior Manager as needed for additional review. Also works with Health Plan Operations team members on development, evaluation, and negotiation of SEHP requests for proposals.

Job Responsibilities:

  • Work with SEHP to develop and deliver communications, materials, support, and resources for NSE groups enrolled in the SEHP. Primary focus will include explaining SEHP benefits and programs to potential NSE groups and renewing NSE groups. Also, will provide materials and presentations as needed for onboarding enrollment meetings. Work with other SEHP team members to address issues, questions, concerns with billing and/or payment, and on other projects designed to improve delivery and service to NSE groups and their members.
  • This position will also be responsible for working with and communicating to NSE groups regarding their eligibility guidelines, qualifications, and membership audits quarterly and annually to ensure participation levels meet SEHP requirements. This person will follow up in writing, by phone or electronic meetings, and occasionally in person for on-site visits to ensure compliance and understanding of the SEHP program by NSE groups. Also, work with legal counsel to review and update as needed NSE contracts and formally required notices to be sent out to NSE groups upon renewal and provided the updated renewal contract and information.
  • Work with vendors assigned to the employee to develop and maintain the objectives of the SEHP and ensure smooth operation of same. Conduct ongoing meetings, collaborations with assigned vendor contracts to assess, monitor and report on the relationship, issues, and activities of the vendor, including the quarterly and annual review and compliance with the PG requirements of the vendor contracts. Employee will be responsible for several vendor contracts in this capacity.
  • Work with staff to develop and deliver communications, materials, support, and resources for the SEHP, such as Open Enrollment communications, materials, and strategy in conjunction with the entire Health Plan Operations team. Work with Health Plan Operations team on other projects designed to improve delivery and service to SEHP members and NSE members
  • Develop compliance measures and reporting for vendors, including Performance guarantees, participate in RFPs for contracts the employee assumes responsibility for in his/her position, and provide regular feedback and analysis of vendor information/metrics and data to provide a road map for future planning for the Operations team.
  • Monitor shared mailboxes and member portals, conduct meetings as needed for member engagement and understanding, and attend regular ongoing meetings for planning and Health Plan Operations team functions.
  • Comply with all required legal and regulatory requirements such as HIPAA, ADA, Affordable Care Act, and any other continuing education requirements as needed. Participate and contribute to member organizations and events (SALGBA, Health Underwriters, Business Coalition on Health, etc.)

Minimum Qualifications

  • High school diploma or GED.
  • 6 months of experience in business, public health or related field. Education may be substituted for experience as determined relevant by the agency.
  • A valid driver’s license is required.
  • The incumbent will receive training in the provision of the HIPAA Privacy Regulations and HIPAA Security Regulations as they relate to the duties of this position and is required to sign a confidentiality agreement.

  • Previous experience of working with employer benefits.
