Job Summary

This position coordinates the policy review process and supports the Lead Agency Policy Coordinator in the development, review, copy editing, and maintenance of the department’s policies. In this role, you’ll be at the center of how the department creates, revises, and improves its policies. Working closely with the Lead Agency Policy Coordinator and Policy Director, you’ll help guide the full policy review process – from research and development to training and implementation. You’ll collaborate with teams across the entire agency, supporting policy updates in areas like client services, health, education, programming, release, and regulatory work. Your input will directly influence how policies evolve to meet agency and leadership priorities and real-world needs.

This position is both strategic and hands-on. You’ll:

  • Research and develop policy updates that align with agency goals
  • Help teams navigate and improve the policy review process
  • Solve complex policy challenges and advise staff across departments
  • Copy edit and revise policies for better understanding and accessible language
  • Deliver training and guidance on policy development
  • Partner with Government Relations and Rulemaking teams to assess how new laws or regulations impact internal policies

You’ll also serve as a trusted resource – helping staff and incarcerated individuals understand policies and how they’re applied.

This position is subject to the State of MN's telework policy requiring employees living within 50 miles of DOC's Central Office location in St. Paul to work on-site 50% of the time. Completion of a telework agreement will be required. Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line.

Qualifications

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experience sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

  • Two (2) years of experience supporting public policy priorities that must include some drafting experience related to the creation/revision of policy or law.
    • Note: A Bachelor's degree in Public Policy, Political Science, Public Administration, Public Relations, or closely related field may substitute for one (1) year of experience.

Applicants that meet the experience requirements listed above will be further assessed on the following:

  • Proficiency with Microsoft Office applications, such as Excel and Word, and Adobe Reader.
  • Considerable skill in planning, organizing, prioritizing, coordinating, and implementing program objectives.
  • Written communication and drafting skills sufficient to produce clearly understood policy drafts and revisions in plain language.
  • Strong written and verbal communication skills with proficiency in business English, spelling, grammar, and composition.
  • Demonstrated organizational and problem-solving skills and the ability to handle multiple and competing priorities in an effective manner.

Preferred Qualifications

The following qualifications are strongly desired of applicants seeking consideration for this position:

  • A Master's degree in Public Policy, Political Science, Public Administration, Public Relations, or closely related field.
  • Plain language training or certification.
  • Experience using data to inform public policy reforms.
  • Experience working in corrections or similar regulatory environment.
  • Experience working in a state agency.
  • Experience in compliance or regulatory work environments.
  • Knowledge of the Department of Corrections organizational structure and the functions of each division and unit.

Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.

New employees will be fingerprinted within the first 30 days of employment.
