The Personal Property Office Supervisor is responsible for overseeing daily operations related to personal property shipment, storage, entitlements, and customer service within the Fort Sill, OK Personal Property Office. This role ensures full compliance with Department of Defense (DoD) and Department of the Army regulations, supervises staff and contractors, monitors Transportation Service Provider (TSP) performance, and ensures efficient, timely, and accurate delivery of personal property services to Soldiers, civilians, and family members. The supervisor serves as a technical expert on personal property movement programs and ensures consistent application of related policies, systems, and procedures.
Responsibilities
Oversee submission of required weekly, monthly, quarterly, and annual reports.
Manage Exception to Policy (ETP) and travel extension requests.
Ensure compliance with all applicable regulations, including DTR Part IV, JTR, DP3, and TOS.
Maintain up-to-date knowledge of transportation entitlements, procedures, and systems (e.g., DPS, ETOPS).
Verify service members' and civilians' orders, documentation, and entitlements.
Resolve customer issues, inquiries, complaints, and claims.
Assist customers with initiating claims, reviewing excess cost, and navigating shipment options.
Monitor customer service metrics and satisfaction levels.
Ensure adherence to OSHA and DoD safety protocols; conduct weekly safety meetings.
Provide monthly retirement and overseas briefings.
Monitor Transportation Service Provider (TSP) performance and resolve disputes between customers and TSPs.
Process special movement requests, including mobile homes, Blue Bark (deceased member's dependents) shipments, and special-circumstance local moves.
Assist with DPM, UB, HHG, deployment shipments, cancellations, and change requests.
Review PPCIG information with counselors and customers to ensure understanding of restrictions and requirements.
Utilize DPS and related systems to process personal property applications and required forms (DD 1299, DD 1797, DD 2278, DD 1351-2).
Supervise, guide, and train staff and contractors; conduct new-hire and refresher training.
Complete employee performance reviews.
Manage staff scheduling, PTO approvals, and participate in hiring and recruiting.
Perform other duties as assigned.
Available to work varied shifts, including nights, weekends, and holidays.
Knowledge, Skills, and Abilities
Strong understanding of DoD personal property regulations, entitlements, and procedures.
Excellent customer service and conflict resolution skills.
Ability to lead, develop, and evaluate staff.
Strong written and verbal communication skills.
Ability to manage competing tasks in a fast-paced, mission-driven environment.
Proficiency in MS Office applications and transportation information systems.
Ability to maintain confidentiality and follow military administrative protocols.
Qualifications
High school diploma or equivalent required.
Minimum of three (3) years of experience in commercial, government, or contractor household goods movement operations.
Mission-oriented and customer service-oriented mindset.
Strong organizational skills with attention to detail.
Must be computer literate and proficient; ability to operate ETOPS and DPS systems.
Ability to pass Pre-Employment Drug Test and Background Screening.
Ability to receive a favorable TIER-1 Investigation result and obtain and maintain a CAC.
Applicant must possess a REAL ID-compliant, state-issued driver's license.
Preferred Qualifications:
Eligible incumbent in good standing is highly desirable.
