Summary:

This position is responsible for providing advanced fiscal support for the Health Department, including purchasing, accounts payable processing, P-Card reconciliation, and inventory control. The position applies established county fiscal policies and procedures to ensure accurate processing, documentation compliance, and proper allocation of departmental expenditures. This role exercises independent judgment in reviewing and preparing financial transactions; however, final approval authority remains with the Business Officer or designated fiscal authority.

Essential Functions and Responsibilities include:

Prepare and review purchase requisitions for accuracy, appropriate authorization, and proper funding code allocation.

Process accounts payable transactions and verify receipt of goods and services prior to payment.

Ensure expenditures are coded correctly to appropriate departmental accounts and funding sources.

Reconcile vendor statements and resolve routine discrepancies.

Reconcile departmental P-Card statements and verify required supporting documentation is complete and compliant.

Maintain internal tracking records to support fiscal accountability and internal controls.

Maintain and update fixed asset and inventory records, including coordination and reconciliation of annual physical inventory.

Assist with audit preparation by organizing and providing requested fiscal documentation.

Serve as a fiscal resource to departmental staff regarding purchasing, payment, and documentation procedures.

Identify discrepancies and initiate corrective action while referring complex issues or policy interpretation matters to supervisory staff.

Education & Experience: Graduation from high school or a GED and at least three (3) years of progressively responsible accounting, fiscal support, or governmental finance experience or equivalent combination of education and experience. Associate degree in Accounting, Finance, Business Administration or related field preferred, but not required.

Knowledge, Skills, and Abilities

Working knowledge of governmental accounting principles and fiscal procedures

Working knowledge of county purchasing policies and accounts payable processes

Knowledge of internal controls and documentation standards

Ability to reconcile financial transactions and identify discrepancies

Ability to interpret and apply established fiscal policies and procedures

Skilled in usage of computer and financial software and spreadsheets

Ability to work with other employees and the public

Ability to present information clearly and concisely in oral and written form

This role must work from the location identified at the time of hire with work travel required as needed. Any change of work location, even on a short-term or interim basis, must be reviewed by the Supervisor and HR for approval.

In the event that the State Emergency Response Team is activated, this position will be required to participate if deemed necessary.
