Description
The Office of the Attorney General, Department of Child Support Services (DCSS), is seeking a Human Services Program Supervisor for its Compliance and Federal Reliability Section. The position plays a vital role in ensuring federal data reliability, compliance with federal laws and regulations, and achievement of performance goals. The Human Services Program Supervisor leads, assists and monitors professional staff in the provision of child support services with a primary focus on federal program compliance and performance.

The ideal candidate will demonstrate exceptional knowledge of child support casework, systems and processes, excellent communication skills, and strong attention to detail. The Human Services Program Supervisor and his or her staff will work collaboratively with contracting official staff as well as state staff in the regional and central offices, to promote best practices for performance, data reliability, and compliance with federal and state laws and regulations.

Responsibilities include but are not limited to the following:
  • Plans, organizes, coordinates, supervises, evaluates and reviews staff and work or activities of the Compliance and Federal Reliability Section.
  • Plans, organizes and coordinates the Annual Federal Self-Assessment, including but not limited to compiling cases, assigning 1st and 2nd level reviews, completing 3rd level reviews, compiling and reporting results to the Federal Office of Child Support Enforcement (OCSE).
  • Serves as a point of contact with OCSE with respect to data reliability.
  • Reviews and analyzes data in the key performance areas of paternity establishment, support order establishment, current support collections, arrearage collections and cost effectiveness.
  • Responsible for gathering information and preparing the annual OCSE 157 report with respect to performance.
  • Reviews and analyzes data in the Kentucky Automated Support and Enforcement System (KASES) to ensure accurate data, and consults with KASES staff on changes to the system to improve data reliability.
  • Consults with and provides recommendations to upper management and state and contracting official staff regarding federal compliance, performance, policy and training.
  • Coordinates or attends meetings with lower performing contracting official offices to provide recommendations for improving performance.
  • Assists in the interpretation of state and federal regulations and child support policy and provides expert knowledge, analysis and reconciliation of issues to assist state and contracting official staff with difficult or problem cases.
  • Compiles reports of actionable cases and assigns to state and/or contracting official offices to work cases listed on the reports.
  • Coordinates or assists in training new and existing staff in the areas of data reliability, performance and federal compliance.
  • Participates in strategic planning initiatives and policy development designed to improve program efficiency, performance and service delivery outcomes.
Skills and Expectations include but are not limited to the following:
  • Comprehensive knowledge of child support processes, policy and procedure, federal and state statutes and regulations relating to the Title IV-D Child Support Program, and federal performance criteria.
Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.


EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in the administration of human services programs, emergency management services, emergency medical technician, paramedic, or related field.


Substitute EDUCATION for EXPERIENCE: A master's degree in social work, health administration, labor relations, public or business administration or related field will substitute for one year of the required experience.


Substitute EXPERIENCE for EDUCATION: Administrative or business experience, or professional, subprofessional, or clerical work in a human services area, emergency management services, emergency medical technician, paramedic, or related field will substitute for the required education on a year-for-year basis.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
