Core Responsibilities:

As a Contract Specialist in the Office of Aging and Disability Services, you will be responsible for the planning, coordination, and management of provider service agreements. The position duties are as follows:

• Prepare agreement source documents in coordination with OADS program staff for submission to the Division of Contract Management (DCM), ensuring appropriate agreement forms are completed correctly for the services procured.
• Upload all required agreement information and source documents in the Contract Allocation Data Base (CADB).
• Coordinate agreement funding with the OADS Program Fiscal Officer (PFO) and enter it correctly into CADB.
• Coordinate program staff review for approval of budgets submitted by Providers for cost-settled agreements.
• Monitor CADB for status of agreements and amendments in process and follow up with DCM when needed.
• Advise program staff when agreements or amendments are encumbered, or if encumbrance will be delayed.
• Develop and maintain agreement and OADS program financial status reports and review them with program staff.
• Review required Provider financial reports to ensure efficient use of state and federal funds.
• Provide financial management support to OADS staff for administration of both State and federal grant funds.
• Review and approve invoices received from OADS contracted service providers and other sources.
• Provide guidance about invoice account coding and respond to other financial concerns of OADS staff.
• Maintain effective working relationships with all individuals encountered in the performance of job duties.
• Respond to inquiries and questions in a timely manner and provide accurate and thorough information.
• Routinely review utilization of contracted funds and disencumber funds as appropriate.
• Participate in development of Requests for Proposals and review of proposals received.

Minimum Qualifications:

An eight (8) year combination of education and/or professional experience in planning, coordinating, and administering social services programs or related field. Preference will be given to applicants with experience in contract development, contract management, and/or fiscal duties.
