Job Description

The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve as a Licensing Supervisor (Public Service Manager 1) within our Professional Licensing Division at our central office near Valley Junction in Des Moines, Iowa.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers' Compensation, and Administration.

The Licensing Supervisor position reports to the Bureau Chief for the Application and Renewal Bureau, and will supervise one of two teams of licensing specialists. The Application and Renewal Bureau serves as the centralized administrative hub for managing the licensing lifecycle of thousands of professionals and businesses across the state. This position will be located at 6200 Park Ave, Des Moines, IA.

Applicants should have a proven track record of completing tasks on a strict deadline, experience working with diverse populations, work well in a team environment and have a desire to learn rules for various professions.

Desired skills and abilities include:

  • Regulatory Interpretation: Expert ability to analyze and apply state statutes (Iowa Code) and administrative rules to ensure consistent, legally defensible licensing decisions.

  • High-Volume Operations Management: Proven skill in overseeing complex workflows, resource allocation, and utilizing licensing databases to maintain organizational efficiency.

  • Service-Oriented Communication: Capacity to explain complex requirements clearly and provide empathetic guidance to applicants navigating stressful or sensitive situations.

  • Team Leadership & Quality Control: Experience in mentoring staff, auditing performance for accuracy, and fostering a culture of accountability in a fast-paced environment.

  • Process Optimization: Identify and mitigate workflow inefficiencies to enhance services delivery.

  • Ethical Integrity & Adaptability: Unwavering commitment to data privacy and the agility to lead a team through legislative changes or departmental restructuring.

What You'll Do

You will be an integral member of our Licensing Division's administrative team, providing direct support to the agency's operations by:

Operational Oversight & Performance

  • Lead the end-to-end licensing lifecycle for multiple professional groups, ensuring all applicants meet statutory requirements for entry into their respective fields.

  • Spearhead quality improvement initiatives and "Lean" strategies to streamline application workflows and modernize service delivery.

  • Manage high-level database administration and monitor bureau expenditures to ensure cost-effective operations and accurate record-keeping.

Leadership & Team Development

  • Direct the daily operations of the licensing team, with a focus on motivating staff, hiring, and fostering professional growth through clear performance plans and regular evaluations.

  • Serve as a subject matter expert on licensing statutes and administrative rules, providing ongoing staff training to ensure consistent and accurate application of the law.

Inter-Agency & Compact Coordination

  • Oversee all aspects of interstate licensure compacts, including active participation in national committees and commissions to facilitate professional mobility.

  • Represent the bureau by presenting data and policy updates to Professional Boards, stakeholder groups, and internal leadership teams.

  • Author and maintain bureau level documents, including official policies, standard operating procedures, and specialized correspondence.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations. 2) Eight years of full-time work experience in program administration, development, management, or operations. 3) All of the following (a and b):

a. Four years of full-time work experience work in program administration, development, management, or operations; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Two years of full-time work experience work in program administration, development, management, or operations; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is

also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
