Duties for this caseload carrying position includes providing intensive case management and service coordination for Temporary Assistance for Needy Families TANF recipients, leading to employment. These positions also assist in implementing Employer Development activities that are region specific to meet the performance outcomes for the TANF Work Program.

Qualifications

Minimum Qualifications: *If a driver’s license is required, a copy must be sent to your recruiter following the interview.* Valid/ Current Driver's License.

Two years of experience interviewing, investigating, compiling information, documenting decisions, interpreting guidelines and/or providing technical assistance relevant to the agency's programs.

Preferred Qualifications: One-year experience with job placement and or/ employer development, structured case management, determining eligibility for Human Service program.

Post-Offer, Pre-employment Requirements:

Security Clearance: A background check (KBI - criminal background, welfare fraud, driver's license and Child/Adult Abuse and Neglect Central Registry) is required for all positions with the Department for Children and Families (DCF) as a condition of employment, which may include fingerprinting and FBI check. Security clearance must be obtained prior to employment with DCF. Must maintain security clearance throughout employment.

Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.

The person in this position has access to protected health information (PHI) under the provisions of the Heath Information Portability Act of 1996 (HIPPA) Privacy Rule. PHI must be treated in accordance with the provisions of the HIPAA Privacy Regulation including the requirements for safeguarding, releasing and recording the release of such information. The purpose of this position is to increase employment opportunities within a region while also providing intensive case management to mandatory or volunteer Employment Services participants leading to employment. The duties of this position are expected to be performed at the individual's base location as well as other DCF service centers that have been assigned to provide coverage for. Some travel will be required if covering multiple locations. While some telework maybe offered on a limited basis, it is subject to Supervisory approval and will be based on case management needs, job performance, or other factors.

Duties of this position include planning, coordinating, and supervising
the activities of mandatory participants enrolled in either the TANF or E&T Employment Services programs. Responsibilities include
engaging with clients to gather initial information, assess skills and abilities, develop individualized plans and provide intensive case management while coordinating a network of services that may assist the client with education needs, job readiness and/or job placement resulting in decreased reliance on safety net programs o obtain job placement and become self-sufficient. At times, the position calls for work with non-motivated, unresponsive recipients and the incumbent must have strong communication skills to assess how to overcome participant barriers to improve responsiveness and compliance with the program. This position will maintain participant records, complete data entry, and journal case note activities for reporting purposes.

This position advocates
for the participants in assessing their needs, exploring alternatives, and referring the participants to appropriate services within and outside the agency tailored to the individual client. This is accomplished by collaborating with local staff, employers, other State Agencies, and community partners to coordinate services to avoid duplication and enhance mutual outcomes.

Assists in planning
, coordinating, and developing employment and training opportunities for Employment Services participants. Develops having both knowledge and relationships with employers, community agencies and resources, as well as other state and local programs to assist clients in accessing these
opportunities. Provides information to community agencies and the general public about services. This may include serving on advisory boards, public speaking, and one-on-one contact with other professionals.

Communicates with the Community Engagement Coordinator and Program Administrator
in implementing employer development activities that are region specific, to meet the performance outcomes for Employment Services. Assists the Community Engagement Coordinator in identifying and/or implementing job fairs,
hiring events and other client opportunities. Shares openings and other community employment related activities with the Community Engagement Coordinator and Program Administrator.
