The Development & Training Specialist II is responsible for designing, developing, and delivering learning solutions that support Shentel’s business objectives, operational priorities, and talent development strategy. This role works independently on moderately complex training initiatives, partners closely with business leaders and subject matter experts, and serves as a trusted resource for learning execution across functional teams. The Specialist II role demonstrates strong instructional capability, learning technology proficiency, and the ability to translate business needs into effective, scalable learning experiences.

Key Responsibilities
Training Design & Delivery

  • Design, develop, and deliver instructor led, virtual, and blended learning programs aligned to business and operational needs
  • Facilitate training sessions for frontline, professional, and leadership audiences using adult learning principles; including onboarding, operational, and enterprise training
  • Customize learning content to support onboarding, upskilling, compliance, systems, and performance improvement initiatives
Learning Strategy & Partnership
  • Partner with Customer Service, Sales, and subject matter experts to assess training needs and recommend appropriate learning solutions
  • Translate business requirements into clear learning objectives, curricula, and evaluation measures
  • Support change initiatives by developing learning and communication materials that reinforce adoption and readiness
Learning Technology & Administration
  • Leverage Shentel’s learning platforms (e.g., LMS, digital learning tools, content libraries) to manage learning assignments, track completion, and report outcomes
  • Support ongoing content maintenance, versioning, and curriculum updates within the Knowledge Base and Shentel University
  • Apply data and feedback to continuously improve learning effectiveness
Evaluation & Continuous Improvement
  • Measure instructional effectiveness and learner outcomes using qualitative and quantitative feedback
  • Partner with leaders to evaluate training impact on performance, behavior, and business results
  • Stay current on learning trends, tools, and best practices to bring innovative approaches to Shentel
Collaboration & Mentorship
  • Serve as a peer mentor to entry level development and training roles
  • Contribute to team standards, templates, and learning best practices
  • Collaborate cross functionally to ensure consistency and quality across learning experiences
Required Qualifications
  • Bachelor’s degree in Education, Human Resources, Organizational Development, Business, or related field or equivalent experience
  • 3–5 years of experience in training delivery, instructional design, or learning program support
  • Demonstrated experience facilitating both in person and virtual training sessions
  • Strong communication, presentation, and stakeholder management skills
  • Experience working with learning management systems (LMS) and digital learning tools
Preferred Qualifications
  • Experience supporting operational, technical, sales, or customer facing training
  • Familiarity with agile or project based learning development
  • Experience supporting onboarding programs and ongoing employee development initiatives
  • Strong analytical skills with the ability to interpret learning data and outcomes
