Duties and Responsibilities:
    • Follows and implements directives and guidance related to best practices from University of Hawai'i System Information Technology Services.
    • Ensures the consistent adoption, implementation, and enforcement of recommendations issued through University of Hawai'i System Information Technology Service.
    • Keeps abreast of recommendations issued through University of Hawai'i System Information Technology Service, and takes timely action as needed.
    • Assists with the planning, coordination, and execution of system integration projects, ensuring alignment with university goals, timelines, and budgets
    • Works with, business end-users and/or project stakeholders to gather and document project's business requirements with consideration for interpretation, compliance, and application of state/federal laws, rules, regulations & Collective Bargaining Agreements.
    • Participates in and supports requirements gathering, fit/gap analysis, process re-engineering opportunities leveraging internal HCM (Human Capital Management) system and other internal HR related applications.
    • Works with team of trained professionals, external technical experts and key users; coordinate their efforts in the support of timely issue resolutions, maintenance, and upgrades.
    • Guides Human Resources business analysis activities at the strategic, operational, and organizational level; working with key partners in the continual improvement of business processes within the organization.
    • Maintains contact with HR staff at the system level to ensure their needs are met through consistency in business processes leveraging existing production systems.
    • Supports human resources leadership and team members to provide analyses and appropriate data to be used in developing policies, procedures, proposals and action plans used for human resources matters including employee and labor relations matters.
    • Identifies potential risks and obstacles to System Integration Project success, proactively developing mitigation strategies, and adopts plans as needed.
    • Coordinates the development of data extract scripts and file uploads/downloads to interface with various systems internal/external to institution. Designs file layouts as needed and maintain PeopleSoft data element dictionary.
    • Works with operations to ensure that considerations for HR compliance requirements and customer needs are factored into the development of procedures for field units to follow regarding application transaction processing.
    • Collaborates and develops specifications to implement solutions related to collective bargaining agreements, University policies and procedures, BOR Policy, Hawaii Revised Statutes, etc. on HCM system.
    • Provides instructions and training to staff on the use of applications, reports, exports, and IT systems.
    • Provides technical and functional support for the implementation/upgrades to the HCM System including subject matter knowledge during design sessions and leading system and user acceptance testing to ensure deployment success and quality.
    • Works with teams to evaluate and establish business transformation streamlining and processes leveraging technology and in accordance with best practices.
  • Collaborates with colleagues throughout the UH system on strategies, emerging technologies, best practices and ideas to continually improve services and promote use of technology.

Minimum Qualifications:
  • Possession of a pertinent baccalaureate educational degree in Management Information Systems, Human Resources, or Business Administration, or related field and 3 years of progressively responsible professional information technology experience with responsibilities for project management, application support, system administration and integration, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawai'i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Considerable working knowledge of query tools, system security, databases, and infrastructure considerations as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodology.
  • Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with applications, interfaces, databases, and network/infrastructure considerations.
  • Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluate, integrate, and implement practical and thorough solutions in an effective and timely manner.
  • Proven ability to comprehend, interpret and implement administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Strong understanding of IT service management, cybersecurity principles, risk management, and compliance requirements. Demonstrated experience implementing and maintaining IT best practices, standards, and governance.
  • Experience with report writing tools and/or generating queries for reporting and data extracts.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders to accomplish tasks in a timely and positive manner.
  • Ability to meet deadlines and work outside normally scheduled work hours as needed to include day, night, weekend and/or holiday hours as directed.
Desirable Qualifications:
  • Working knowledge of project management SDLC methodologies.
  • Knowledge of infrastructure, network and server requirements in support of applications.
  • Working knowledge with an HCM application
