Position: Program Evaluator

Location: Augusta, Maine or hybrid option available for the right candidate. Candidate must be able to work within the Eastern Time Zone.

Type: Full time, standard business hours, minimal travel within the U.S.

Partnerships For Health (PFH) is a professional consulting firm established in 2010 to provide public health evaluation services from its office in Augusta, Maine. In a relatively short time, PFH has become a local and national leader in collaborative evaluation. Our clients include governmental agencies, foundations, and community-based non-profits. Our approach is one of collaborative consultation where the underlying assumption is that strides in public health can be achieved by joining the PFH team’s specialized knowledge with the client’s. PROGRAM EVALUATOR

The Program Evaluator supports the planning, implementation, analysis, and use of evaluation activities across a range of public health initiatives. Working collaboratively with PFH staff, clients, and partners, the Program Evaluator contributes to high-quality, ethical, and culturally responsive evaluations that meet programmatic and funder requirements. This role involves supporting evaluation design, data collection and analysis, reporting and dissemination of findings, and ongoing learning and quality improvement to strengthen programs and inform programmatic decision-making.

Core Responsibilities

Evaluation Planning and Design

• Support the development of 5-year and annual evaluation plans to document evaluation methods, data collection tools, analysis techniques, and reporting approaches.
• Assist with the development and refinement of qualitative and quantitative data collection instruments (e.g., surveys, interview guides, focus group protocols).
• Support the development and use of logic models, SMART objectives, and evaluation
• questions.
• Assist with Institutional Review Board (IRB) applications and processes.

Evaluation Implementation and Data Collection

• Support the timely and efficient implementation of evaluation fieldwork.
• Collect data using qualitative and quantitative methods, including surveys, interviews, focus groups, as well as accessing secondary data sources.
• Coordinate evaluation activities with clients and stakeholders to ensure alignment with program operations.
• Maintain documentation of evaluation activities and ensure completion of requirements.
• Support the fulfillment of federal reporting requirements (e.g., performance measures, annual evaluation reporting, annual progress reporting) for federally-funded evaluations.

Data Management and Analysis

• Enter, clean, validate, and maintain quantitative and qualitative datasets.
• Perform descriptive statistical analyses and basic quantitative data analysis.
• Conduct qualitative coding and thematic analysis.
• Apply ethical principles and data protection practices, including confidentiality and human subjects protections.

Reporting, Learning, and Dissemination:

• Contribute to the development of clear, accurate, and audience-appropriate evaluation reports, briefs, and presentations.
• Assist in translating findings into narratives, tables, charts, and other data visualizations suitable for diverse audiences.
• Support dissemination of evaluation findings to internal and external stakeholders.
• Represent PFH at meetings, professional conferences, and events, as appropriate.

Project Coordination and Quality Support

• Prioritize and manage assigned tasks to ensure evaluation deliverables are completed on time and to standard.
• Track assigned tasks and maintain status updates using project management tools.
• Support adherence to organizational evaluation standards, methodologies, and quality assurance practices.

Preferred Skills and Competencies

Evaluation and Technical Skills

• Foundational knowledge of program evaluation and applied research methods, including qualitative, quantitative, and mixed-methods approaches.
• Familiarity with public health in Maine.
• Experience developing or using data collection tools for evaluation.
• Ability to analyze quantitative and/or qualitative data using appropriate methods and tools.

Analytical and Organizational Skills

• Strong organizational skills with the ability to manage multiple tasks and deadlines.
• Attention to detail in data management, analysis, and reporting.
• Ability to identify knowledge limitations and seek additional support when needed.

Communication and Collaboration Skills

• Strong written and verbal communication skills.
• Ability to explain evaluation concepts and findings to non-technical audiences.
• Ability to work collaboratively with clients, partners, and diverse stakeholders.
• Meeting facilitation, presentation, and stakeholder engagement skills.

Tools and Technology

• High proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
• Experience or knowledge in using generative AI tools (e.g., ChatGPT) to support evaluation activities.

Education and Experience

• Master’s degree and a minimum of 2 years of evaluation experience, or
• Bachelor’s degree and a minimum of 5 years of evaluation experience
