Job Summary

This position requires the person to be a highly motivated and responsible individual, who has the ability to work with diverse groups on technological hazards to primarily include nuclear planning and training issues. This individual needs to possess good communication, training and team building skills, with a focus on relationship building with stakeholders.

Responsibilities

  • Dedicate at least 50% of time to nuclear planning and training efforts
  • Design and conduct training and exercises in preparation for biennial federally-evaluated nuclear plant exercises
  • Responsible for assisting, as necessary, the planners in the Office of Emergency Management for preparedness to natural and man-made disaster or emergencies impacting the population of the County
  • Responsible for assisting the Municipal Planner, as necessary, with school districts in preparing emergency plans as it relates to nuclear incident preparedness
  • Attend all quarterly coordination meetings with the nuclear utility and other offsite response agencies and other training and events hosted by the nuclear utility
  • Handle all processes related to the budgeting and administration of the Radiological Emergency Response Fund Grant, and submit all required reports and documentation to PEMA
  • Conduct training and exercises for local fire departments and emergency management agencies to operate emergency worker and public monitoring and decontamination stations
  • Disseminates information to municipalities, school districts, hospitals, long term care facilities, nursing homes, and day care centers on radiological preparedness topics
  • Conduct annual radiological training for County emergency workers
  • Coordinate and support hospital and EMS trainings and exercises for nuclear power plant exercises (MS-1 Program)
  • Assist in the development of communications/public outreach to inform York County residents on emergency preparedness, evacuation and sheltering
  • Become proficient in the use of the Homeland Security Exercise and Evaluation Program (HSEEP)
  • Become certified or maintain certification as Radiological Officer per FEMA/PEMA requirements
  • Serve as Radiological Officer during nuclear power plant exercises and EOC activations
  • Provide technical assistance on radiolgical instrumentation and incidents to first responders
  • Assist with the management, updating, and promotion of the York County Special Needs Registry
  • Assist with the development and organization of exercises for County EOC staff
  • Develop a working knowledge of nuclear and radiological hazards and response
  • Review and maintain all hazardous Dam Plans; develop relationships with dam operators
  • Review and update transportation hazards and annexes in the County EOP
  • Become proficient in the use of WebEOC and Everbridge software
  • Assist with the management and posting of information to Office of Emergency Management social media pages
  • Assist with the planning, development, conduct, and evaluation of countywide community exercises
  • Completion of Pennsylvania Emergency Management Agency’s (PEMA) certification standards for county staff per PEMA Directive D2022-02
  • Serve as a Duty Officer for after-hours notifications, responses or EOC activations
  • Be accountable to the Coordinator for ADA policies, sexual harassment policies and appropriate use of computer policies
  • Other duties as assigned by the Director of Deputy Director


Essential Requirements

Planner and trainer assisting county OEM staff and working with the municipalities in the 10 mile Emergency Planning Zones (EPZ) for the two nuclear power plants for training, preparedness and response during actual incidents and federally evaluated exercises. This position also handles planning for other technological hazards to include, but not limited to, transportation and high hazards dams. This position is expected to respond to all-hazards EOC activations and assist as an after-hours duty officer

  • Post high school training or bachelor's degree
  • Four years experience in administration in private or public sector or as a planned
  • Knowledge of emergency services operations
  • High degree of communication , training and team building skills
  • High degree of interpersonal skills
  • Must be able to work with limited supervision
  • Proficiency with Microsoft products and basic computer use is required
