The State of New Hampshire, Housing Appeals Board has a full-time vacancy for a Clerk of the Board.
Summary:
Evaluates work procedures of the State of New Hampshire’s Housing Appeals Board and plans the development of policies and procedures in accordance with established statutory guidelines to support the Board’s responsibility to hear and affirm, reverse, or modify in whole or part appeals of final decisions of municipal boards, committees, and commissions regarding questions of housing and housing development.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
Minimum Qualifications:
Education/Experience: Bachelor's degree and 3 years of experience OR equivalent combination of 7 years of education and experience after completion of high school. Education and experience must be in business administration, accounting, public administration, law enforcement or legal studies with responsibilities in program research, planning, monitoring and evaluation.
License/Certification: Valid driver’s license or access to transportation.

Preferred Qualifications: The ideal candidate will possess:
A bachelor’s degree in business administration, accounting, public administration, legal studies, law enforcement, or a closely related field.
Demonstrated proficiency in Microsoft Office applications (including Word, Excel, Outlook, and PowerPoint) and experience utilizing web-based communication and telephone systems such as Webex.
Experience working with Legal Files case management software or comparable legal case tracking systems.
Experience coordinating and facilitating board or public meetings, including the effective use of presentation and conferencing technology in a public setting.
Knowledge of or experience in land use regulation, municipal planning processes, and/or municipal law.
AFTER-HIRE REQUIREMENTS: Must be designated as a Notary Public and/or Justice of the Peace or obtain designation within six (6) months of hire.

Responsibilities:
Serves as the primary interface and Board liaison with key stakeholders, such as parties to pending appeals before the Board, members of the public, the Bar, news media, State agencies, and State Supreme Court to field inquiries related to appeal matters, exercising independent judgment with respect to statutes, policies, and rules while maintaining appropriate neutrality and confidentiality. Manages and updates the agency’s official State website. Fulfills RSA 91-A requests. Acts as the primary resource to auditors during fiscal and record audits. Serves as Records Custodian when collaborating with State Records and Archives Division.
Plans and monitors the Board’s financial activities by supervising and administering fiscal transactions, including maintenance of ledgers and accounts, producing and analyzing statistical and fiscal reports, and directing disbursement of funds remitted to the agency through the appeals program process. Performs financial forecasting and provides recommendations to the board members to develop the agency budget. Assists with the presentation of the budget to funding authorities. Prepares budget forms for the agency and provides comprehensive explanation of funding impacts on all program objectives to the board members, other State officials, and stakeholders.
Administers agency adjudicative appeal program activities by planning, organizing, and managing various aspects of case processing and docketing, including the performance of a variety of independent, highly technical legal functions which enable the board members to hear and decide cases. Works at the direction of the Board to develop and implement strategies and operational procedures to effectively achieve management objectives of the appeals program.
Identifies, defines, and recommends solutions to the board members for improving delivery of services to customers and stakeholders, including planning, producing, modifying, and implementing best practices, policies, and systems to effectuate the Board’s functional objectives. Develops short- and long-term organizational goals, and cooperates with the board members, external governmental agencies, and other officials to collaborate on joint strategic initiatives that support the Board’s goal of providing an alternative forum to the New Hampshire Superior Court in zoning and planning cases that are timely, fair, inexpensive, and accessible to affected property owners, abutters, other proper parties and municipalities.
Evaluates and assesses the application of agency organizational and procedural rules. Develops rulemaking proposals and drafts revisions to existing administrative rules. Serves as primary point of contact to the State Legislative Services Administrative Rules Office for general rulemaking activities.
Oversees temporary board member program by performing HR-related and finance functions, including collaborating with Department of Administrative Services Human Resources personnel to collect employee documentation required to build new State employee record. Administers oaths of office to temporary board members. Prepares and submits payroll documents for per diem compensation and travel reimbursement.
