Job Description

Depending on qualifications, the selected candidate will be assigned the title of Commercial Appraiser I or II.

This position performs the duties of mass appraisal of multi-family and commercial/industrial properties for the annual assessment for the City of Minnetonka. Also performs the duties of providing individual appraisal analysis/report writing for valuation appeals for multi-family and commercial/industrial properties. The primary objective of this position is to ensure a high-quality uniform assessment.

  • Commercial Appraiser II is an exempt position (salaried, not eligible for overtime)
  • Commercial Appraiser I is a NON-exempt position (over time eligible)

Duties/Responsibilities

Essential Job Functions: These functions describe tasks performed by both the Commercial Appraiser I and II, unless otherwise noted.

  • Performs commercial appraisals and classification:
    • Serves as lead in the commercial assessment
    • Reviews commercial, industrial, and apartment properties and prepares both mass and single-property appraisals;
    • Performs field inspections of commercial, industrial and apartment properties;
    • Prepares appraisals, represents the city and testifies as an expert witness in tax court appeals; (Commercial I)
    • Serves as lead appraiser for tax court petitions including: preparing appraisals, representing the city and testifying as an expert witness in tax court appeals; (Commercial II)
    • Updates, reviews, and maintains databases, records, and files of property information;
    • Reviews and verifies commercial sales:
      • Obtains information from seller and/or buyer
      • Performs sales analysis for the county and state
      • Enters data into the ACE (Assessor Commercial Data Exchange) system.
    • Reviews and analyzes regional sales, leases, and other commercial, industrial, and apartment property transaction information for comparison to city properties.
    • Ensures 20% of the city's parcels are re-evaluated each year, as part of the division's work plan.
  • Performs customer service:
    • Provides information to and answers questions from property owners, attorneys, tax representatives, and taxpayers via email, mail or in-person. This information includes explanation of legal requirements of assessments, property assessment methods, policies and procedures, as well as clarifying and explaining valuations made by the city assessor's office;
    • Provides supporting data and information for local board of appeal and equalization and county board appeals and equalization.
    • Performs other duties consistent with the responsibilities of the position as apparent or assigned.

Other Job Functions:

  • Maintenance, development and improvement of mass appraisal modeling for commercial, industrial and apartment properties;
  • As needed, assists with the inspection and valuation process for residential properties. This includes, but is not limited to, inspecting, compiling, updating, and recommending changes to residential appraisal data and relevant statistics in residential valuations for assessment purposes. (Commercial I)
  • Training and developing the assessment staff on income producing properties. (Commercial II)
  • Contributes to goal of paperless record keeping, utilizing digital imaging, digital collection, record retention. (Commercial I)
  • Stays abreast of changes in the Logis system and provides support for upgrades.

Qualifications

Minimum Qualifications:

  • Commercial I Requires: Associate’s degree in real estate, business, economics or related field or an equivalent combination of education and experience.
    • Additional Five years of appraisal experience, one of which must include income-producing properties
  • Commercial II Requires: Bachelor's degree in real estate, business, economics or related field or an equivalent combination of education and experience.
    • Additional Five years of appraisal experience, three of which must include income-producing properties
  • Proficient/significant experience with Excel and other Microsoft Office applications
  • A commitment to and belief in the organization's shared values
Licenses/Certificates
  • Accredited Minnesota Assessor (AMA) license or Licensed Certified General Appraiser by the MN Department of Commerce with the ability to obtain an AMA designation within three (3) years of hire
  • Valid driver's license
Knowledge, Skills and Abilities
  • Thorough understanding of Minnesota property tax laws and procedures
  • Demonstrated communication skills
  • Computer experience or training

Preferred Qualifications:
Experience
  • Progressive experience in valuing income related properties.
  • Previous appraisal experience in a city or county.
Knowledge, Skills and Abilities
  • Significant experience with Excel and other Microsoft Office applications
  • Computer-aided mass appraisal software (CAMA) experience
Licenses/Certificates
  • Senior Accredited Minnesota Assessor (SAMA)

Physical Requirements:

  • Occasional exertion of moving/carrying up to 25 pounds of force
  • Ability to speak and hear in order to vocalize, express and exchange ideas by means of the spoken word
  • Use of hands to manipulate objects, tools, related equipment
  • Frequent standing, walking and repetitive motions and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, smelling, pushing or pulling and lifting
  • Standard vision requirements with or without eyeglasses
