This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. Job Summary

The Lead Agency Evaluator is responsible for providing statewide evaluation and oversight of lead agency (county, Tribal Nation, and Managed care organization) administration of Minnesota’s Home and Community-Based Services (HCBS) programs. The role ensures that local implementation of state and federal requirements aligns with DHS expectations for quality, consistency, and program integrity. Through the Lead Agency Review process and related oversight activities, this position directly contributes to statewide compliance, continuous improvement, and the integrity of Minnesota’s publicly funded long-term services and supports.

This work includes developing, administering, and maintaining evaluation protocols used to assess lead agency performance and compliance with state and federal regulations. This includes identifying effective organizational practices, analyzing business processes, and assessing operational risks that may impact program integrity. The position requires the ability to synthesize multi-source data, apply strategic thinking, and evaluate each lead agency’s performance within the broader statewide context.

The position also contributes to DHS program integrity efforts by identifying systemic issues, elevating risks, and sharing review findings with internal policy teams. Information gathered through oversight activities informs statewide improvements, supports policy development, and strengthens consistency in how programs are administered across Minnesota.

Scope of work includes the following:
  • 1915(c) Home and Community-Based Services Waivers
  • Alternative Care (AC) 1115 demonstration
  • Home care programs

Qualifications

Minimum Qualifications

2 years professional experience developing, administering or maintaining protocol used during evaluations or reviews. Experience must include:
  • Experience with federal and state policies, regulations, and laws impacting the budgets/costs and administration of HCBS programs including Medical Assistance, home health care programs, HCBS waivers (CAD, CADI, BI, DD, EW, AC) and other consumer directed services and supports
  • Expertise in change management and continuous improvement methodologies to be applied throughout the lead agencies and the state level
  • MMIS, MnCHOICES, MN-ITS, SSIS and other data systems used by DHS, lead agencies, or service providers in the administration of HCBS programs
Bachelor’s degree in Social Work, Public Policy, Research and Development or related field may substitute for 1 year of professional experience OR Master’s degree in Social Work, Public Policy, Research and Development or related field may substitute for 2 years of experience

Preferred Qualifications

  • Exceptional attention to detail and organizational skills, including the ability to manage complex documentation, conduct thorough reviews of lead agency materials, and maintain accuracy across multiple virtual reviews
  • Ability to read, interpret, and apply complex federal and state rules, regulations, and data reporting requirements
  • Proficiency with Microsoft tools, including Word, Excel, Teams, and SharePoint, for documentation, data entry, reporting, and analysis
  • Experience with data collection and visualization tools, such as Qualtrics, Tableau, and similar platforms used to design surveys, analyze results, and present performance data
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
