Innovate! Inc. is seeking a highly experienced Consulting GIS Specialist to lead a regional GIS Service Center supporting enterprise geospatial operations for a large federal program. This role combines technical leadership, system architecture, application development, and operational management within a complex GIS ecosystem. The candidate will oversee GIS service delivery, manage staff, and ensure the performance and integrity of enterprise geospatial systems while actively contributing to the design, development, and integration of GIS applications and services. The environment leverages a wide range of Esri technologies, cloud infrastructure, custom development frameworks, and environmental modeling systems supporting mission-critical functions such as water resource management, land use planning, and environmental compliance.

Salary Range: $138,000-$182,000

KEY RESPONSIBILITIES
:

  • Lead day-to-day operations of the GIS Service Center, including workload management, staffing coordination, and service delivery
  • Supervise GIS developers, analysts, and technicians; assign tasks and ensure quality control of all outputs
  • Manage and maintain enterprise geospatial databases (ArcSDE/geodatabases) and ensure data integrity and accessibility
  • Oversee ArcGIS Enterprise environment, including ArcGIS Server, web services, and integrations with DOI cloud infrastructure
  • Design and develop GIS applications, tools, and workflows using Esri technologies and modern development frameworks
  • Develop and maintain web-based GIS applications and services using JavaScript, HTML, and APIs
  • Implement automation and analytical workflows using Python and ModelBuilder
  • Integrate GIS systems with external databases and environmental models (e.g., CALSIM, DHI, LTC)
  • Support remote sensing workflows, GPS-based data collection, and field data integration
  • Ensure compliance with FGDC ISO metadata standards and enterprise data governance policies
  • Review and approve GIS deliverables (maps, reports, dashboards, applications) for accuracy and usability
  • Perform system administration tasks including software upgrades, server maintenance, backups, and security
  • Recommend and implement hardware/software upgrades based on workload and system performance needs
  • Develop cost estimates, staffing plans, and workload projections for GIS initiatives
  • Provide user training and technical support for GIS tools including ArcGIS Online, Field Maps, and Dashboards
  • Coordinate administrative functions including reporting, billing support, and program oversight

    • Cloud-based GIS environments (DOI Cloud or similar)
    • GIS server and database administration
    • Network and system architecture supporting GIS applications
    • Integration with enterprise systems and external data sources
  • Data & Modeling -
    • Geospatial data management and database design
    • Metadata standards (FGDC ISO compliant)
    • Experience integrating GIS with environmental and engineering models (CALSIM, DHI, LTC)
    • Remote sensing technologies and imagery processing
    • CAD and GPS-based data collection technologies
  • Tools & Supporting Technologies -
    • ERDAS, DHI tools (data formats and integration)
    • Adobe Acrobat, Microsoft Office (including PowerPoint reporting)
    • GIS-related hardware: GPS units, scanners, plotters, network printers
  • Leadership & Operational Skills -
    • Team leadership and supervision in a technical GIS environment
    • Project planning, workload forecasting, and cost estimation
    • Quality assurance and production oversight
    • Strong communication and stakeholder coordination skills

EDUCATION & EXPERIENCE REQUIREMENTS:

  • Bachelor’s degree in Geography, GIS, Computer Science, Engineering, or related field (or equivalent experience)
  • Extensive experience in enterprise GIS development, system administration, and application design
  • Proven experience in technical leadership, team supervision, and project/program management
  • Experience analyzing system requirements and delivering large-scale GIS solutions
  • Background in database management, system architecture, and GIS production workflows
  • Demonstrated experience estimating project costs, staffing needs, and infrastructure requirements

PREFERRED QUALIFICATIONS:

  • Experience supporting federal or large-scale public sector GIS programs
  • Familiarity with water resources, environmental modeling, or land management systems
  • Experience with DOI cloud environments or similar enterprise cloud platforms
  • ESRI certifications or advanced GIS training
  • Experience with remote sensing, field data collection technologies, and GPS systems
