Position Summary & Responsibilities
Position Summary:
This position works with program staff, IT staff, state legislators, external state and federal agencies, as well as various other stakeholders to drive a unified data strategy for the Kansas Department for Aging and Disability Services to support better decision making, operational efficiency and strategic advantage for KDADS programs. The incumbent ensures accuracy, security and effective use of agency data within the scope of agency, state, and federal policies and regulations and at assists in the development and continuous improvement of said policies. This position helps cultivate data literacy throughout the agency and collaborates closely with IT to help design data architecture, streamline data intake, and promote enhanced data quality through each phase of the data life cycle. Incumbent works with the data and reporting unit to develop report testing and verify data governance and integrity is maintained to the highest standard.
Job Responsibilities may include but are not limited to the following:
Data Life Cycle Management:
This position helps ensure the accuracy, consistency and reliability of data throughout its lifecycle by handling data quality standards, monitoring data quality metrics and implementing corrective processes while supporting data quality audits as needed to ensure data standards are met—from initiation to decommissioning, through the life cycle to ensure compliance with policies and regulations. The incumbent implements and maintains standards for data collection, data storage, data in transit and data usage in both raw and reporting formats.
Along with assisting in the development and implementation of data standards of current and future data projects, this position also reviews existing structures to establish and ensure consistency and quality across all data domains in accordance with all federal and state policies. Incumbent deploys solutions and sustains improvements to data management technologies to advance data practices for improved compliance, efficiency and value.
This necessitates partnering closely with program, IT, and data reporting teams to understand data flows, sourcing, and usage. The incumbent collaborates with data owners and stewards as well as program teams to define and document data definitions and lineage as well as the scope of data needs and ultimate data collection and reporting purpose. In order to establish a unified data strategy throughout the agency, this position deploys training programs to improve agency-wide data literacy, understanding of data standards and policy, and accountability for data responsibility such that the development of data management strategies is aligned with agency goals and values.
Data Governance Operations:
This position develops and enhances agency data management requirements and procedures to ensure alignment with programmatic objectives, regulatory requirements and industry best practices through the implementation of data governance policies including data life cycle, classification, and controls. Incumbent manages data lineage and data quality initiatives and drives enhancements to ensure seamless integration across all agency data platforms. This role oversees integrations, workflow automations, metadata management and user adoption to assist in the implementation and maintenance of the agency data governance framework, including policies, standards and procedures.
Incumbent implements data governance policies and frameworks that define how data is collected, stored, processed, and shared to help maintain data integrity and data quality, ensuring data practices align with agency goals. This position also helps develop data governance processes and controls to support continuous operational improvement to reduce data quality defects, improve efficiency, and mitigate risk in accordance with applicable laws and regulations. Incumbent implements solutions and improvements to data governance technologies to drive data practices to improved compliance, efficiency and value.
This position promotes data governance awareness and accountability across the agency and all external applicable data stakeholders, driving data steward initiatives for comprehensive and effective data governance. Working closely with stakeholders, the incumbent translates governance needs into scalable enablement that improve adoption and reduce operational friction.
Data and Report Testing and Validation:
This position works within the KDADS data and reporting unit to ensure the accuracy, integrity, and reliability of data pipelines, reports, and dashboards. Incumbent develops and implements testing and validation strategies and processes to perform data profiling, reconciliation, and quality checks to ensure data accuracy and consistency. Along with the implementation of the testing strategy, this position also develops and maintains comprehensive documentation of the validation processes and change management as well as testing and validation results to support internal and external auditing as required.
In keeping best practices, the incumbent establishes both the development of automated and embedded testing and validation processes as well as manual testing and analysis with a focus on both data errors/inconsistencies as well as data anomalies. This position develops the process for subsequent root cause analysis to support stakeholders in fixing data discrepancies. The incumbent also supports data incident management, root cause analysis and remediation.
Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.
