Position Overview
Optic Communications/ Columbus Telephone, located in Columbus Kansas, is a cooperative telecommunication and FTTH broadband services company with subscribers in Kansas and Missouri. Located approximately 25 miles northwest of Joplin, MO and 125 miles south of Kansas City metro area. The General Manager (GM) serves as the chief executive of a member-owned rural communications cooperative, providing strategic, operational, and financial leadership. The GM is responsible for advancing the cooperative’s mission to deliver reliable, high-quality broadband and communications services to members while ensuring long-term financial sustainability and regulatory compliance. This role requires a values-driven leader who understands cooperative governance, rural communities, and the technical and financial complexities of deploying and operating fiber broadband networks.
Key Responsibilities
Serve as the chief executive officer of the cooperative, implementing policies established by the Board of Directors
Act as the primary liaison to the Board, providing transparent reporting on operations, finances, and strategic initiatives
Uphold cooperative principles, including member focus, community engagement, and long-term stewardship
Support Board education and strategic planning related to broadband expansion and industry change
Develop and manage annual operating budgets and multi-year capital plans
Oversee financial reporting, audits, rate setting, and cash flow management
Identify, secure, and manage federal, state, and local funding programs, including grants & loans
Ensure sound financial controls and long-term viability of the cooperative
Oversee day-to-day operations including network performance, customer service, technical support, and field operations
Ensure reliable delivery of broadband, voice, and related communications services
Foster a culture of safety, accountability, and continuous improvement
Establish performance metrics to ensure high levels of member satisfaction
Ensure compliance with FCC regulations, state requirements, and grant obligations
Stay informed on rural broadband policy, funding opportunities, and regulatory changes
Oversee contracts, vendor relationships, and risk management practices
Lead, mentor, and develop cooperative management and staff
Promote a collaborative, member-focused workplace culture
Actively engage with members, local leaders, schools, healthcare providers, and economic development partners
Serve as a visible advocate for rural broadband and community connectivity
Required Qualifications
Bachelor’s degree in Business, Engineering, Telecommunications, or related field (or equivalent experience)
3-5+ years of senior leadership experience, preferably in telecommunications, broadband, utilities, or a cooperative environment
Strong financial acumen, including budgeting, capital planning, and grant management
Experience working with or reporting to a Board of Directors
Preferred Qualifications
Experience with fiber broadband networks and rural deployments
Familiarity with member-owned cooperative governance models
Knowledge of FCC regulations and federal/state broadband funding programs
Background working in rural or underserved communities

This position is based on site in rural Kansas and requires an active presence in the community and cooperative service territory. Some regional travel is expected.
