Job Overview

Paramint LLC is seeking an experienced Senior Full Stack Developer to support the New York City Department of Citywide Administrative Services (DCAS) in the development, enhancement, modernization, and maintenance of the Civil Service Exam Project(s). This is a high-impact role focused on delivering secure, scalable, and user-friendly public-facing applications that support critical City operations.

The selected consultant will be responsible for full-stack application development using Angular for front-end development and .NET/C# for back-end services and APIs. This role will work closely with business stakeholders, project managers, and technical teams to implement new features, optimize performance, and ensure adherence to security and quality standards.

Key Responsibilities
Full-Stack Application Development

• Design, develop, enhance, and maintain enterprise web applications using Angular and .NET technologies
• Build responsive, accessible, and high-performing front-end components using Angular, RxJS, and modern UI frameworks
• Develop and maintain robust back-end APIs, services, and business logic using C# and .NET
• Implement new features and system enhancements across the application stack

Database & Performance Optimization

• Design, optimize, and maintain SQL Server databases, queries, and stored procedures
• Improve application performance, scalability, and reliability through efficient coding and system design
• Monitor and troubleshoot performance bottlenecks across front-end, back-end, and database layers

Security & Quality Assurance

• Implement secure coding practices and ensure compliance with cybersecurity standards
• Develop and maintain OAuth-based authentication and authorization solutions
• Conduct code reviews and enforce development standards, best practices, and quality controls
• Troubleshoot, debug, and resolve technical issues across the full application stack

Collaboration & Documentation

• Collaborate with cross-functional teams to gather requirements, define technical solutions, and deliver enhancements
• Maintain technical documentation, system specifications, and deployment procedures
• Support application deployments, upgrades, and post-release stabilization activities
• Participate in after-hours or weekend deployments as needed

Required Qualifications (Mandatory)

Candidates who do not meet the mandatory qualifications will not be considered.

✔ 10+ years of experience in full-stack application development
✔ 10+ years of hands-on experience with Angular, including:

• RxJS
• Component architecture
• State management
• Modern front-end development practices

✔ Strong experience with .NET development, including:

• C#
• ASP.NET / .NET Core
• Web APIs
• Backend application development

✔ Extensive experience with SQL Server, including:

• Database design
• Query optimization
• Performance tuning
• Stored procedure development

✔ Hands-on experience implementing OAuth and secure authentication/authorization frameworks
✔ Demonstrated expertise in secure coding practices and cybersecurity standards
✔ Strong verbal and written communication skills
✔ Proven ability to collaborate effectively across technical and business teams
✔ Bachelor’s degree in Computer Science, Information Technology, or a related field

Preferred Qualifications

• Experience with Microsoft Dynamics 365
• Experience with Microsoft Azure cloud services
• Prior experience developing public-sector or large-scale enterprise applications
