Description
The Office of Financial Management (OFM) has statutory responsibilities to analyze and manage the Commonwealth’s short term cash flow requirements; maximize the return on the state’s investment portfolio ($12-14 billion); coordinate and monitor the cash needs relative to investment and debt activity; develop a long-term debt plan, including the criteria for the issuance of debt and the evaluation of the state’s debt capacity; and provide for the payment of debt service, the sale of bonds, and the support of various state agencies and commissions. OFM is responsible for the review and approval of all debt issued in the name of the Commonwealth and accounting for its investment portfolio which includes purchases, sales and other related investment transactions.

The Financial Investment and Forecasting Program Technician II is a vital team leader in the overall success of our agency, by providing investment/accounting management and support for the office. Responsibilities include but are not limited to the following:
  • Manage and verify daily transactions at custodial bank.
  • Determines money market fund redemptions or purchases.
  • Monitors all trade activity at custodial bank.
  • Maintain various investment/accounting databases, spreadsheets and documents.
  • Process the investment transactions and distributions of monthly earnings in Statewide Accounting System.

  • Strong Analytical Skills.
  • Proficient in management of accounting and mathematical functions.
  • Competent in Excel, Word, PowerPoint and Database applications.
  • Strong written and verbal communication.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree in economics, business administration, mathematics, public finance, accounting or a related field.


EXPERIENCE, TRAINING, OR SKILLS: One year of experience with a financial institution, corporation, college, university, state, local, or federal government in financial analysis, economic analysis, tax administration, financial planning, cost analysis, credit analysis or loan analysis, accounting, or a related field


Substitute EDUCATION for EXPERIENCE: Graduate study in economics, business administration, mathematics, public finance, or a related field will substitute for the required experience on a year for year basis.


Substitute EXPERIENCE for EDUCATION: Experience with a financial institution, corporation, college, university, state, local, or federal government in financial analysis, economic analysis, tax administration, financial planning, cost analysis, credit analysis or loan analysis, accounting, or a related field will substitute for the required education on a year-for-year basis.

Working Conditions
Incumbents working in this job title perform duties in an office setting. Minimal travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
