Facilities Assistant Director
General Description
The Facilities Assistant Director supports the administration and oversight of county-wide facilities operations, serving approximately 185,000 residents. This role assists in managing maintenance, operations, custodial services, and capital improvements across a diverse portfolio of county buildings, grounds and equipment including administrative, judicial, and public safety facilities.
The position plays a key role in providing technical expertise, supervising departmental staff, unionized workforce, ensuring compliance with collective bargaining agreements, and delivering efficient, safe, and cost-effective facility services. The Assistant Director also promotes a strong culture of safety, accountability, and continuous improvement.
Essential Job Functions
- Independently oversee maintenance and repair programs for County facilities, including building systems (HVAC, electrical, plumbing, security), equipment, and grounds. Conduct inspections, determine needed repairs, and establish maintenance priorities, policies, and procedures, ensuring compliance with applicable codes, specifications, and County standards.
- Establishes schedules and priorities for maintenance, repair and construction projects. Oversee and optimize the use of CMMS for work order tracking, asset management, and reporting.
- Participate in development and administration of operating and capital budgets; monitor expenditures and identify cost efficiencies.
- Exercises independent authority to hire, suspend, lay-off, recall, promote, discharge, assign, reward or discipline unionized and non-unionized employees; to responsibly direct them; to adjust their grievances; or to effectively recommend such action in accordance with collective bargaining agreements (CBAs).
- Partner with Human Resources and labor relations in handling disciplinary actions, grievances, and contract negotiations.
- Provide technical and safety training for staff. Lead regular safety talks and safety-focused communication with staff to reinforce compliance, reduce risk, and promote a safe work environment.
- Maintain operational documentation, including project files, correspondence, cost evaluations, inspection reports, and equipment inventories. Conduct assessments of cost-saving maintenance methods and equipment.
- Participate in staff meetings, required training, and seminars. Prepare progress updates as needed. Adapt to changing needs, prioritize tasks efficiently, demonstrate initiative, and adhere to County policies and procedures. Perform other duties as assigned.
- Support emergency response, continuity of operations (COOP), and disaster recovery efforts.
- Act as Facilities Director in their absence.
Qualifications
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge, skills and abilities would be:
- Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, construction technology, engineering, facilities maintenance, or a related field.
- Five (5) years of progressively responsible experience in building trades, construction management, or facilities management, including at least (3) three years of relevant supervisory/management responsibility.
- FMC (Facilities Management Certification) or FMP (Facilities Management Professional) preferred.
- Possess valid Ohio driver’s license with good driving record.
- Proof of adequate vehicle insurance
WORK HOURS: Exempt, minimum 40 hours per week. Additional hours based on the needs of the department.
Maintenance Division Hours: 7am-3:30pm Cleaning Division Hours: Noon-8:00pm
Pay Range: $31.18 - $38.97/hour
