Minnesota Management and Budget (MMB) is seeking a Federal Funding Coordinator to manage statewide efforts to maximize federal funding, with a portfolio focus on policy areas. This position leads work and acts as an advisor to top state officials regarding federal funding.

Job duties for this position include:

  • Developing and implementing interagency and multi-government strategies and plans to coordinate federal funding efforts

  • Identifying and recommending ways to improve the coordination, implementation, and impact of federal funds on state programs

  • Advising on interagency federal funding strategies and plans to key stakeholders, including the commissioner, state budget director, the Governor's Office, and other state agency staff

  • Developing work plans and organizing projects; establishing goals and timelines; and evaluating results of federal funding strategies

  • Guiding the work of other state agency staff

Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.

  • Four (4) years of experience administering, coordinating, or overseeing federal funds, including activities such as grant application development, compliance monitoring, federal reporting, interpreting federal guidance, or coordinating large-scale funding initiatives

Experience must include:

  • Knowledge of governmental programmatic and legislative processes sufficient to support programs, coordinate complex program initiatives, plan for contingencies, establish priorities, and interpret federal regulations, guidance, or instructions

  • Knowledge of public policy and administration principles sufficient to design, implement, and evaluate public program reporting systems and identify and manage opportunities for collaboration

  • Project management skills sufficient to develop work plans and organize projects, establish goals and timelines, and evaluate results

  • Problem solving skills sufficient to identify issues as they arise, propose new and innovative solutions, advise others, and evaluate implementation of solutions

  • Communication and writing skills sufficient to convey complex and/or sensitive information to a variety of audiences, including MMB staff, executive leaders across the State, and elected officials

  • Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.

A bachelor's degree in economics, political science, public administration, public policy, business, planning, mathematics, statistics, law, data science/analytics, sociology, public health, education policy, or environmental policy may substitute for one (1) year of experience. A master's degree in a similar field may substitute for eighteen (18) months of experience. A doctorate degree in a similar field may substitute for two (2) years of experience.

  • An advanced degree in economics, political science, public administration, public policy, business, planning, mathematics, statistics, law, data science/analytics, sociology, public health, transportation policy, education policy, or environmental policy

  • Experience coordinating or leading interagency or multi-jurisdictional initiatives involving federal funding, compliance, or policy alignment

  • Experience providing strategic advice to executive leaders, commissioners, senior managers, or elected officials on federal funding opportunities or risks

  • Experience with group facilitation methods to convene diverse groups and foster collaboration in culturally appropriate ways

  • Familiarity with Minnesota budgeting or legislative processes, including preparing fiscal notes and policy analyses

  • Familiarity with transportation, infrastructure, or climate and environmental policy implementation

  • Familiarity with the requirements to maintain federal award compliance

  • Related experience in the public sector (state, federal, city, county, or Tribal)
