We are seeking a highly capable and hands-on Facility Security Officer (FSO) to lead and execute all aspects of security for a major Albuquerque-based facility, including a large primary SCIF buildout SCIF/SAPF.
This role is designed for a multidisciplinary contributor with broad skill coverage security professional, someone who can seamlessly operate across industrial, personnel, physical, and information security domains while supporting a large-scale secure facility buildout and ongoing operations.

- Serve as the appointed Facility Security Officer under the National Industrial Security Program (NISP)
- Administer and maintain compliance with the NISPOM
- Manage facility clearance (FCL) and interface with Defense Counterintelligence and Security Agency (DCSA)
- Oversee classified contract onboarding, DD254 reviews, and security requirements flow-down
- Lead security oversight for design, accreditation, and sustainment of new building buildout.
- Ensure compliance with ICD 705 standards
- Partner with construction, facilities, and engineering teams to:
- Review architectural/security drawings
- Validate TEMPEST, shielding, and access control requirements
- Coordinate inspections and accreditation packages
- Oversee access control systems, alarms, CCTV, IDS, and visitor control
- Manage clearance lifecycle for all personnel (Secret through TS/SCI ) Oversee the management of facilities, security clearances (including processing, maintenance, and terminations), IT systems (ensuring compliance with cybersecurity standards like NIST and RMF), and all personnel and physical security measures.
- Process investigations and adjudications via DISS and related systems
- Conduct indoctrinations, debriefings, and ongoing security education
- Maintain compliance with SCI nomination and access processes
- Implement and oversee classified information handling, storage, and transmission
- Manage COMSEC (if applicable), secure destruction, and media control
- Handle classified information safeguarding, including storage, transmission, and destruction protocols.
- Support program security requirements across multiple contracts and customers
- Ensure proper marking, safeguarding, and accountability of classified materials
- Act as the security integrator across all functions during facility buildout:
- Construction security
- Accreditation timelines
- Vendor coordination
- Risk identification and mitigation
- Translate mission and contract requirements into practical security solutions
- Support rapid stand-up of new programs and secure spaces
- Ensure compliance with NISPOM, DoD directives, and other regulatory frameworks.
- Prepare for and lead DCSA and customer inspections
- Coordinate with government agencies (e.g., DCSA, NSA, or sponsoring agencies) for inspections, reporting, and clearance verifications.
- Ensure IT security compliance, including management of secure networks, access controls, and cybersecurity incident response.
- Conduct risk assessments, incident investigations, and security audits; develop and implement security policies, procedures, and emergency response plans.
- Conduct internal self-inspections and continuous monitoring
- Maintain documentation, SOPs, and audit-ready records
- Identify gaps and implement corrective actions
- Foster a culture of security awareness through training programs for employees and contractors. Deliver security education, briefings, and awareness programs
- Promote a security-first culture aligned with mission success
- Provide guidance to leadership and employees on security best practices
- Active Top Secret/SCI security clearance (with eligibility for SAP access); must be able to maintain and upgrade as needed.
- 10-15+ years of experience in industrial security.
- Proven experience in the certification and management of SCIFs and SAPFs per ICD standards, including hands-on involvement in accreditation processes.
- In-depth knowledge of NISPOM (32 CFR Part 117), ICD 705, DoD Manual 5205.07, and related security regulations.
- Excellent communication, organizational, and problem-solving abilities.
- Proficiency in security management software and tools (e.g., JPAS/DISS, SIMS, or equivalent).
- Ability to obtain and maintain FSO designation
- Deep working knowledge of: NISPOM, ICD 705 (SCIF construction and accreditation), Personnel security processes
- Experience supporting SCIF buildouts or secure facility construction
- Experience managing multiple security disciplines simultaneously
- Strong ability to operate independently in a stand-up or high-growth environment
- Professional certifications such as ISP (Industrial Security Professional), CPP (Certified Protection Professional), CISSP (Certified Information Systems Security Professional), or SFPC (Security Fundamentals Professional Certification
- Familiarity with Risk Management Framework (RMF) for IT systems accreditation.
- Prior involvement in security incident response and investigations.
- Prior experience as an FSO or Assistant FSO
- Experience supporting multi-SCIF environments
- Familiarity with TEMPEST, RF shielding, and technical security considerations
- Experience in GovCon, defense, or intelligence community environments

This position is based in Albuquerque, NM and requires approximately 10% travel to customer sites, partner facilities, or test/launch locations.
