Job Summary

Hybrid work schedule available, up to 50% telework depending on business needs. Telework can be outside of the State of Minnesota if the candidate lives in a state bordering Minnesota and lives 50 miles or less from the primary work location. Primary work location will be the Golden Rule Building in St. Paul.

This is an exciting opportunity to make a difference in the lives of Minnesotans. The Common Interest Community Homeowners Association (CIC/HOA) Ombudsperson assists CIC/HOA residents and associations understand their rights under Minnesota’s HOA laws and applicable HOA governing documents.

The Ombudsperson will:

  • Facilitate the resolution of disputes between unit owners and associations through voluntary informal mediation.
  • Compile and analyze complaints received to identify issues and trends.
  • Maintain a website containing educational resources for HOA owners, tenants, and associations.
  • Provide reports and recommendations to the legislative, as needed.

Qualifications

Minimum Qualifications

Three (3) years of experience performing analysis, exercising judgement, and relying on knowledge in:

  • Mediation or dispute resolution experience.
  • Reading and interpreting complex documents.

A bachelor's degree in Business Management, Public Administration, Law, or related field is equivalent to one (1) year of experience.

An Advanced degree in Business Management, Public Administration, Law, or related field is equivalent to eighteen (18) months of experience

Applicants who meet the above education/experience requirements will be further evaluated based on the following:

  • Excellent communication skills, both written and verbal, and the ability to prepare professional reports and convey information clearly to diverse audiences
  • Demonstrated attention to detail with a high degree of accuracy in completing work tasks.
  • Demonstrated ability to handle sensitive and confidential information with discretion, integrity, and sound judgment.
  • Ability to work independently with minimal supervision.

Preferred Qualifications

  • Certification as a qualified neutral under Rule 114 or other recognized mediation certification.
  • Prior experience with CICs or HOAs.
  • Advanced degree in Public Administration, Law, or Business Management.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

Additional Requirements
