At the State of Minnesota, employees play a critical role in developing policies, providing essential services, and working to improve the well-being and quality of life for all Minnesotans. The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.

Job Summary

Direct Care and Treatment (DCT) is a highly specialized behavioral health care system that serves people with mental illness, substance use disorders, intellectual disabilities, and other serious and often co-occurring conditions. DCT operates psychiatric hospitals and other inpatient mental health treatment facilities; inpatient substance abuse treatment facilities; special-care dental clinics; group homes and vocational sites; and the nation’s largest treatment program for civilly committed sex offenders. The system cares for more than 12,000 patients and clients each year. Because these individuals have conditions that are complex and behaviors that can be challenging, other health care systems cannot or will not serve them. Some providers do not have the capacity; others do not have the expertise.

Mental Health and Substance Abuse Treatment Services (MHSATS) is one of DCT’s five main service lines. MHSATS provides inpatient services in eight psychiatric hospitals, three locked substance-use-disorder treatment facilities, and three short-term residential mental health treatment facilities. Nearly all patients have been civilly committed as mentally ill, chemically dependent or both.

Direct Care and Treatment (DCT) is seeking an individual to join our MHSATS service line for an exciting and rewarding opportunity as a Chief Operating Officer! The COO provides executive leadership across all MHSATS operations, develops strategic and operational priorities and direction in collaboration with MHSATS Executive Director and Executive Committee, ensuring that all healthcare operations support the strategic plan and policies of the MN Direct Care and Treatment and MHSATS.

Responsibilities include:

  • Actively engage in the formation and implementation of the DCT strategic plan, and monitoring and ensuring MHSATS completion of strategic objectives.
  • Responsible for the smooth and efficient operation of the MHSATS healthcare system, ensuring processes to allow for providing high quality, patient-centered outcomes.
  • Responsible for developing operational performance metrics, monitoring performance and reviewing outcomes with the Executive Director and Executive Team, as well as all healthcare system site leaders.

  • 5 years of behavioral health experience

REFERENCE/BACKGROUND CHECKS – Direct Care & Treatment will conduct reference checks to verify job-related credentials and criminal background check prior to appointment.

EDUCATION VERIFICATION - Applicants will be required to provide a copy of their high school diploma at time of interview OR copies of their college transcript or college degree/diploma at time of interview. Copies of the college degree/diploma are acceptable ONLY if it clearly identifies the field in which it was earned.
