The Town of Chapin, SC is seeking a skilled and experienced professional for the position of Superintendent of Maintenance in the Utility Department. This hands-on leadership role is responsible for the maintenance and repairs of the Town’s wastewater collection system and water distribution system. As this is a small team, the Superintendent will often be required to physically assist operators during emergencies and peak workloads.
Position Summary
The Superintendent of Maintenance plans, organizes, directs, and participates in all maintenance activities for the Town’s water distribution and wastewater collection systems. This includes preventive and corrective maintenance, emergency repairs, equipment management, and ensuring reliable service delivery while maintaining full regulatory compliance. The role requires strong technical knowledge, supervisory skills, and a willingness to perform field work alongside the team.
Essential Duties and Responsibilities
- Supervise, train, mentor, and evaluate maintenance staff; provide direct hands-on assistance with repairs and operations during emergencies or as needed.
- Plan and schedule routine maintenance, inspections, and repair activities for pipes, valves, hydrants, services, meters, manholes, lift stations, and related infrastructure.
- Respond promptly to emergency situations including water main breaks, sewer backups, pump failures, and other utility incidents; coordinate restoration efforts with on-call availability.
- Ensure compliance with all federal, state (SCDES), and local regulations, permits, and standards.
- Maintain accurate records of maintenance activities, inspections, repairs, inventory, and required regulatory reports.
- Manage department equipment, tools, vehicles, and supplies; oversee inventory control and procurement.
- Develop and implement safety programs; ensure staff adherence to OSHA, confined space, excavation, and other safety requirements.
- Coordinate with contractors, engineers, and other departments on capital projects and major repairs.
- Participate in budget preparation and monitoring for maintenance operations.
- Perform related duties as assigned.
Minimum Qualifications
Education and Experience
- High school diploma or GED required; Associate’s degree or technical training in water/wastewater technology, mechanical maintenance, or a related field preferred.
- Minimum of 5 years of progressively responsible experience in water distribution and/or wastewater collection system maintenance and repair, including at least 2–3 years in a supervisory capacity.
- Experience in a municipal utility setting and knowledge of South Carolina regulations (SCDES) preferred.
Licenses and Certifications
- Valid South Carolina driver’s license with a clean record (CDL preferred or ability to obtain).
- South Carolina Water Distribution Operator certification and Wastewater Collection System certification (or ability to obtain within a reasonable timeframe); higher class certifications preferred.
Knowledge, Skills, and Abilities
- Thorough knowledge of water and wastewater utility maintenance practices, repair techniques, and equipment operation (backhoe, dump trailer, jet/vac truck, etc.).
- Strong leadership, organizational, communication, problem-solving, and customer service skills.
- Proficiency with computers, maintenance management software, and record-keeping systems.
- Ability to perform physical labor in various weather conditions, work in confined spaces, lift heavy objects, and respond effectively to emergencies.
Physical Demands and Work Environment
The position involves significant field work in addition to office duties. The employee must be able to lift moderate to heavy objects, operate heavy equipment, work in confined spaces and inclement weather, and respond to emergencies outside normal business hours.
