Job Description:

Our client - a major utility firm based out of New York - has an immediate need for a Construction Specialist. The particulars of the position are as follows.

Project Overview:
The client is seeking an Environment Health & Safety (EH&S) Construction Specialist with experience in large capital projects. This individual will work with site EHS teams to ensure coverage in each region for all work being performed.

Job Functions and Responsibilities:
  • Reviews Health and Safety Plan (HASP) submitted by contractors to ensure job task hazards are identified and mitigation plans are documented.
  • Reviews environmental plans submitted by contractor to ensure waste is properly managed and permits are issued and followed, in accordance with state, local, and federal regulations.
  • Review and evaluate project specific health and safety plans to ensure compliance and effectiveness, including but not limited to: silica exposure controls, working over water, rigging operations, lead abatement, asbestos abatement and erosion/sediment control plans.
  • Ensures Contractors have adequate training for tasks being performed.
  • Provides frequent on-site reviews of contractors’ work, providing written summary of gaps and issues with contractors’ workforce, workplace and workplan.
  • Ensures corrective actions are developed and implemented for identified gaps.
  • Stops Work when conditions exist that could result in a potentially significant injury or fatality.
  • Ensures daily job briefs are conducted.
  • Coaches Contractor employees and sub-contractors to ensure they utilize proper PPE
  • Participates in Incident investigations.
  • Assist Project Delivery and Management staff with various safety and environmental questions and matters.
  • Coordinates with emergency service organizations.
  • Attends all relevant safety meetings.
  • Support leadership in the preparation of internal reports by gathering data as requested.
  • Executes other EHS task requested by management.
Skills:
  • There is a strong preference for Hydropower generation, transmission and high voltage EH&S experience with a minimum of 2 years’ experience in implementing/executing EH&S programs. Thorough knowledge of federal, state, and local regulations and guidelines covering safety, health and environmental aspects.
  • Incident Investigation (RCA – Root Cause Analysis) trained
  • Knowledge of Power Generation, transmission systems, renewables and components.
  • Ability to work on multiple projects/Tasks concurrently.
  • Knowledge of and experience with workplace hazards for construction, electric utility, transmission substations and right of ways.
  • Ability to work closely with site/region leadership in a matrixed fashion.
Physical Requirements:
  • Ability to enter confined spaces and areas with limited access.
  • Ability to move safely over uneven terrain and within confined spaces.
  • Ability to visually identify and appropriately respond to hazardous or dangerous situations.
  • Ability to wear and properly use personal protective equipment (PPE), including a respirator.
  • Up to 20% travel, primarily within New York State.
  • Routine physical access to Authority facilities is required.
  • Valid driver’s license.
  • Ability to work at heights and to travel distances, including using stairs, by foot.
  • Ability to stand for extended periods in all types of weather, with exposure to heat, cold, noise, wind, and general nuisance air conditions. Transportation Must have a reliable car/vehicle to travel to operating sites. Car mileage expense will be reimbursed.
Education & Certifications:
  • Bachelor’s degree preferred. If no degree minimum of 5 years EHS experience required
  • Transmission/ROW EHS experience preferred.
  • Current Certifications preferred (CSP - ASP - CIH - CHST) - First Aid - CPR certification required.
