Job Description
The Department of Health Services (DHS), Division of Enterprise Services (DES), Bureau of Fiscal Services (BFS) is recruiting for an Accountant in Madison, Wisconsin.
This position will be expected to work onsite in downtown Madison a minimum of 1 day per week with the opportunity of 4 days of remote work. This schedule may vary based on training or operational need.

This Accountant position is in the Cost Allocation & GAAP (Generally Accepted Accounting Principles) Reporting Section and is responsible for developing the Department Indirect Rate Cost Allocation Plan and Composite Fringe Rate. In addition, this position also completes cost allocations, including allocating expenses and billing for services amongst divisions and running system allocations in STAR (Peoplesoft). Additional duties include preparing the annual General Purpose Revenue (GPR) Earned Report, completing reconciliations, such as the Project Cost to General Ledger reconciliation and RMS roster reconciliation, and monitoring certain accounts, such as the DHS/DES/Bureau of Information Technology (BITS) software acquisitions account.
The starting pay is between $34.00 and $37.83 per hour (approximately between $70,700 and $78,600 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as an Accountant Journey and is in pay schedule and range 07/03.
An additional hourly add-on of up to $1.00 may be available for being a Certified Public Accountant (CPA).

- For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
- Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
- DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.
Minimally qualified applicants will have:
- A bachelor’s degree from an accredited university or college in accounting or an Associate’s Degree in accounting and 2 years of equivalent work-related accounting experience or 3 years of equivalent work-related accounting experience (e.g. managerial/cost accounting, fiscal report analysis, auditing, etc.).
- Experience performing reconciliations of accounts or project balances.
- Experience using computer programs such as Microsoft Excel or similar tools to organize, manage, and analyze data.
Well-qualified applicants will also have one or both of the following:
- Experience or training using financial software such as PeopleSoft to create fiscal reports, process fiscal transactions, prepare financial statements, etc. revenue, etc.)
- Experience or training performing accounting or auditing functions for a government, public, or non-profit entity.
- Experience using Excel spreadsheets and expense and revenue data to prepare cost allocations or generate billing rates.
- Experience generating financial reports or analysis for use by third parties.
