IT Director

Job Description

The Town of Montville is seeking an IT Director. We offer a competitive salary, along with an excellent benefits package.

Serving as the principal technology advisor to the Mayor and leadership team, the IT Director provides strategic planning, administration, security, and continuous improvement of the Town’s technology infrastructure; to support municipal operations, including public safety systems (police/fire), cybersecurity, and departmental software. The IT Director manages budgets, directs staff, and ensures reliable service delivery.

The IT Director will have extensive experience in the following areas:

  • Budgeting & Purchasing: Prepare and administer the IT operational and capital budgets, including RFP/bid processes and vendor contract negotiations.
  • Infrastructure Management: Oversee daily IT operations, including WAN/LAN network maintenance, servers, storage systems, PBX, surveillance, access control, email and cloud services.
  • Cybersecurity & Risk Management: Develop and enforce enterprise-wide security policies, conduct risk assessments, and maintain a Disaster Recovery Plan to ensure continuity of operations.
  • Public Safety Support: Maintain specialized systems, including Police/Fire Dispatching, surveillance, Mobile Data Units, and CJIS (Criminal Justice Information Services) compliance.
  • Personnel Management: Hire, train, supervise, and evaluate IT department staff.

  • Manages multiple and rapidly changing priorities to meet the needs and expectations of the Mayor, in interactions with other elected and appointed officials, and various constituencies

  • Ability to explain complex technical concepts in simple terms to council members, staff, and the public.

  • Considerable knowledge of the principles of information systems, including up-to-date software and hardware technology; regional networking, and cyber security
  • Technical Expertise: Proficiency in Microsoft 365, server administration, virtualization (VMware), firewalls, and VoIP systems
  • Manage and audit network access controls via enterprise firewalls, and ensure secure multi-site and mobile worker connectivity using standard tunneling and encryption technologies
  • Experience with maintaining Microsoft Exchange e-mail messaging system
  • Familiarity with municipal ERP systems (e.g., Munis) and public safety software
  • Strong project management skills and the ability to work under pressure during outages or emergencies.
  • Considerable experience as project leader for implementing information systems
  • Ability to work independently and troubleshoot problems with speed and efficiency
  • Able to work under pressure in meeting deadlines
  • Ability to prepare the departmental budget, and manage within authorized allocations
  • Ability to establish and maintain effective, professional working relationships with State and Federal public officials, Town Officials, Staff, General Public, Town Departments, Agencies and Co-workers

QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in Information Science, Computer Science, Information Technology, or related field with 5-7 years’ of progressively, responsible experience in IT management; including three years’ in a supervisory position, preferably within government, and administrative experience with supporting a Microsoft Windows Active Directory networking infrastructure, utilizing supplied MS tools such as Group Policy and Powershell.

Networking experience of 5+ years with various vendors such as Cisco, Linksys, and 3Com. Network+ or CCNA certification a plus, but not required.

While performing the duties of this job, the employee is frequently required to speak; hear; sit; stand; and walk for prolonged periods of time. In addition, while performing the duties of this position, the employee is frequently required to bend; twist; stoop; and climb stairs to various levels. The employee must have the ability to use hands to finger, handle or feel objects, tools or controls; and reach with hands and arms. The employee is occasionally required to kneel and crouch. The employee is frequently exposed to risk of electrical shock. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by the job include close vision, color vision and the ability to adjust focus. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. The noise level in the work environment is usually quiet to moderate.
