Director of Financial Management

Job Description

The Executive Office of Health and Human Services (EOHHS) is seeking a strategic, results-driven financial leader to serve as Director of Financial Management within the Office of the Chief Financial Officer. This critical leadership role offers a unique opportunity to oversee complex financial operations, supporting one of the largest and most impactful public service organizations in the Commonwealth. EOHHS manages over $33 billion in expenditures annually and serves more than 2.3 million residents, making this position central to ensuring fiscal integrity, operational excellence, and effective stewardship of public resources.

In this role, you will provide executive-level leadership across key financial functions, including budgeting, accounting, contracting, and grants management. Reporting directly to the Chief Financial Officer, you will lead a high-performing team directly responsible for managing approximately $1 billion in EOHHS agency administrative and programmatic funding, and responsible for issuing payments for an additional $23 billion in MassHealth expenditures. You will play a pivotal role in shaping financial strategy, strengthening internal controls, and driving consistency and innovation across financial operations. This position requires a leader who can navigate complex fiscal environments, collaborate across agencies and external partners, and translate financial data into actionable insights that inform policy and operational decisions.

Duties and Responsibilities (these duties are a general summary and not all inclusive)

  • Provide executive leadership, supervision, and strategic direction to financial management units, including budget, accounting, and contracts, ensuring alignment with agency priorities and compliance with state finance law.
  • Oversee the management of EOHHS agency financial operations including administering a budget of approximately $1 billion and supporting large-scale expenditures such as MassHealth claims processing.
  • Lead financial strategy, planning, and policy development, ensuring sound fiscal management practices, strong internal controls, and data integrity across the Secretariat.
  • Collaborate with the Chief Financial Officer and senior leadership to establish and implement fiscal policies, procedures, and long-term financial strategies.
  • Partner with internal and external stakeholders including MassHealth EOHHS Information Technology, Facilities, HR, and Legal; as well as the Executive Office of Administration and Finance; Office of the State Comptroller; Operational Services Division; and legislative bodies—to support financial planning, reporting, and compliance activities.
  • Develop and implement standardized financial management policies, procedures, and practices across EOHHS to promote consistency, efficiency, and transparency.
  • Oversee contracting and purchasing activities, ensuring compliance with applicable laws and regulations and effective vendor management practices.
  • Direct accounting operations to ensure timely processing of payments, accurate financial reporting, and compliance with state and federal requirements.
  • Provide leadership in financial forecasting, revenue coordination, and expenditure tracking, including collaboration with the Office of Federal Finance and Revenue (OFFR) to maximize federal and state funding opportunities.
  • Build and maintain strong working relationships across agencies and functional areas to support coordinated financial operations and resolve complex fiscal challenges.

Preferred Qualifications

  • Experience working within a large government agency or highly regulated environment.
  • Strong knowledge of Massachusetts state finance law, procurement processes, and public sector financial systems.
  • Demonstrated ability to lead large, diverse teams and foster a collaborative, high-performing work environment.
  • Experience managing large-scale budgets and complex financial operations within a multi-agency structure.
  • Proven ability to build and maintain relationships with internal and external stakeholders, including executive leadership and oversight entities.
  • Proficiency with financial and reporting systems, including Commonwealth platforms such as MMARS/Mosaic, CIW, or similar tools.
  • Advanced proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, and Teams.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least three (3) years must have been in a managerial capacity.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
