Introduction
The West Broadway Business and Area Coalition (WBC) is seeking proposals from
qualified firms or individuals to provide Owner’s Representative / Agency Construction
Management services for the redevelopment of a commercial building on West Broadway
Avenue in North Minneapolis.
The selected partner will act solely as WBC’s representative, providing project
management, coordination, and oversight throughout preconstruction, construction, and
project closeout. This is an Agency CM role, meaning the Owner’s Representative will not
hold subcontracts, perform construction work, or provide labor or materials. All
subcontractors will be contracted directly with WBC or its designated development
partners.
This RFP will be posted on the WBC website, the Minnesota Council of Nonprofits (MCN)
website, and others.
Project Overview
- Project Type: Redevelopment of an existing commercial building
- Location: West Broadway Avenue, North Minneapolis
- Project Budget: The total project budget for the 1113 project is $1.1 million,
inclusive of construction costs, contingencies, and associated fees.

- Preconstruction services begin immediately upon contract execution

Scope of Services
The Owner’s Representative will serve as WBC’s trusted advisor and project manager.
Responsibilities include:
Preconstruction Services
- Assist with architect/engineer coordination
- Review design documents for constructability
- Provide cost estimating and budget validation
- Develop and maintain a master project schedule
- Advise on procurement strategy for subcontractors
- Support permitting and regulatory processes
- Facilitate value engineering discussions
Construction Phase Services
- Represent WBC in all construction-related meetings
- Monitor contractor performance, schedule, and budget
- Review pay applications and change order requests
- Ensure quality control and adherence to project documents
- Track project risks and mitigation strategies
- Maintain communication between WBC, design team, and contractors
- Oversee compliance with local hiring, equity, and community goals
Project Closeout
- Coordinate punch list completion
- Review closeout documents, warranties, and O&M manuals
- Ensure final inspections and occupancy requirements are met
- Support transition to building operations

Evaluation Criteria
We are prioritizing individuals or entities that have demonstrated experience in North
Minneapolis or similar urban communities, including strong local relationships and a
commitment to supporting equitable, community-centered development along the West
Broadway corridor.
Proposals will be evaluated based on:
- Relevant experience and qualifications
- Understanding of project goals and community context
- Strength of project team
- Proposed approach and methodology
- Fee structure and overall value
- Commitment to equity and community-centered development
Additional Information
- This is an Owner’s Representative / Agency CM role.
- The selected consultant will not hold subcontracts or perform construction work.
- A Minnesota contractor license is not required for this scope of services.
- WBC reserves the right to reject any or all proposals or request additional
information.
