As the Information Security Analyst (ISA), you assume a technical support role within a security domain in the implementation of the established Enterprise or Agency Information Security Program to ensure that State information assets are adequately protected against current/future internal/external threats. This position will need to review logs, implement Azure B2C custom policies, work with user flows and integrate RESTful services and recommend or perform corrective actions, determine deficiencies, and perform detailed security analysis. supports security functions associated with the administration of identity and access management across the enterprise. This position will also process user requests received via Enterprise Service Desk for access to tools and services managed by the security team. Additionally, this position will collaborate across all MNIT divisions and Executive Branch stakeholders to document, analyze, review, and implement code changes related to access, authentication, and authorization requirements to ensure compliance with IAM policy and standards. It will also research, draft, and circulate updates, modifications and new standards and guidelines to support identity and access and provide a standard platform to issue and manage digital identities across the enterprise.

Key responsibilities will include:

  • Build and maintain Azure B2C custom policies.

  • Develop and maintain authentication and authorization workflows.

  • Maintain development workflows and repositories.

  • Provide troubleshooting and operational support.

  • Analyzing and documenting current processes to ensure compliance with current policies and standards.

  • Work with Engineers to document processes and procedures related to the security work.

This position requires an employee to be onsite at 600 N. Robert Street, St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Minimum Qualifications

Position requires a minimum of three (3) years of IT related experience in information security, including identity and access management (IAM) and authentication solutions administration.

Experience must include:

  • Experience supporting Identity and Access Management (IAM) functions such as access provisioning, authentication, authorization, user lifecycle management, or role-based access controls.

  • Hands-on experience with Microsoft technologies, including Microsoft Azure B2C, .NET Core/.NET 6+, C# for building secure, scalable APIs, user flows and custom policies (TrustFramework Base, Extensions, RP files).

  • Knowledge of Azure services relevant to identity and application hosting (App Service, Functions, Key Vault, Application Insights).

  • Experience analyzing security logs, dashboards, anomalies, with the ability to investigate policy errors, sign in failures, branding, and app registration settings.

  • Knowledge of information security standards and compliance frameworks, such as NIST, HIPAA, FISMA, FERPA, or state/federal data privacy regulations.

  • Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.

  • Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.

Preferred Qualifications

  • Experience developing or supporting .NET applications, including C#, ASP.NET MVC, ASP.NET Web API, or enterprise authentication platforms.

  • Experience with CI/CD pipelines and version control tools, such as Azure DevOps and GitHub.

  • Experience with Azure services relevant to identity and application hosting (App Service, Functions, Key Vault, Application Insights).

  • Experience with databases and querying tools, including SQL, stored procedures, or Azure Cosmos DB.

  • Experience creating technical documentation, process flows, audit responses, policies, procedures, or user support materials.

Strongly Preferred Qualifications

  • Progressive information security experience, especially in IAM, CIAM, enterprise security operations, or identity governance.

  • Professional security certification, such as CISSP (or ability to obtain within one year), ISSMP, or comparable certification.
