Position Summary & Responsibilities:

Maintains and oversees the Medicaid and CHIP State Plans in accordance with federal requirements. This includes coordinating with program managers within the Single State Medicaid Agency and partner agencies administering Medicaid-funded programs to ensure State Plan provisions accurately reflect current policy, regulatory requirements, and operational practices.

Responsible for the full lifecycle of State Plan Amendments (SPAs), including development, drafting, review, submission, negotiation, approval, implementation, and historical tracking. Prepares and reviews State Plan documents, forms, and correspondence for submission through the CMS portals, ensuring accuracy, completeness, and alignment with Kansas Medicaid policy, state regulations, and federal requirements. Tracks effective dates, approvals, and maintains historical records of all State Plan changes. Maintains the Medicaid and CHIP State Plans in a format accessible and searchable for agency staff and coordinates with KDHE Communications to ensure publicly posted versions are current and accurate.

Maintains documentation and records necessary to support federal oversight, audits, and program reviews, ensuring the agency can demonstrate compliance with State Plan requirements and federal regulations.

Updates and maintains a desk manual for SPAs.

Job Responsibilities may include but are not limited to the following:

Serves as the primary liaison with CMS for all State Plan matters. Leads coordination of SPA-related discussions, including scheduling and facilitating calls with CMS and state staff, and managing responses for Informal Requests for Information (IRAIs) and formal Requests for Information (RAIs). Interprets federal guidance and provides technical assistance to internal stakeholders to ensure timely, accurate, and compliant responses. Identifies potential compliance risks or policy conflicts and works with leadership to resolve issues prior to submission.

Qualifications

  • Education:
    • High School, GED
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
  • Minimum Qualifications:
    • Three years of experience in Medicaid or closely related healthcare policy, including work with State Plan Amendments and familiarity with federal oversight by the Centers for Medicare & Medicaid Services under Title XIX of the Social Security Act.

    • Communicate effectively both verbally and in writing
    • Ability to understand dependencies of tasks within a process
    • Ability to develop and use monitoring/tracking processes to evaluate progress
    • Provide excellent customer service
    • Ability to organize relevant information to support recommendations
    • Ability to develop a timeline to ensure work gets performed within the established timeframe
    • Ability to read and understand regulations
    • Experience in State Plan Amendments and regulations
  • Preferred Qualifications:
    • Four years’ experience in Public Health or related
    • Knowledge of Medicaid programs
    • Experience using Sharepoint and OneDrive
