POSITION SUMMARY
The Planner is responsible for supporting the preparation, implementation, and evaluation of short and long range planning, zoning, and community development initiatives, plans and ordinances. This role works closely with community members, organizations, developers, and government agencies to enhance the social, economic, and environmental well-being of the community.
EDUCATION AND EXPERIENCE
This position requires a bachelor’s degree in Urban Planning, Architecture, Public Policy or a closely related field and a minimum of one-year previous professional related experience; or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities. Master’s Degree preferred. Valid Driver’s License.
REQUIRED KNOWLEDGE AND SKILLS
- Knowledge of the principles and practices of planning, zoning, and community development.
- Knowledge of principles and practices of research and data collection.
- Strong written, verbal, organizational and public presentation skills.
- Knowledge of computer programs and applications, which include Microsoft Office and GIS.
- Ability to effectively communicate with the public, developers, elected officials, and consultants.
- Knowledge of the principles and practices of municipal organization and administration.
- Ability to interpret and understand ordinances and statutes.
- Ability to analyze and interpret proposals and plans.
- Ability to produce written documents and reports.
SUPERVISION
The position works under the direct supervision of the Director of Planning, Zoning and Economic Development.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Reviews site plans, zoning requests, subdivision plats, special use permits, variances, and other development applications.
- Prepares staff reports, recommendations, presentations, and correspondence for the Planning and Zoning Commission, Board of Aldermen and the Board of Adjustment.
- Reviews municipal zoning permits for fences, decks, and accessory structures.
- Develops and administers community development programs; works closely with neighborhood organizations.
- Assists in the coordination and implementation of Community Development Block Grant programs, housing programs, neighborhood programs.
- Seeks and prepares state and federal grant applications; provides grant administration.
- Coordinates and conducts community meetings and neighborhood workshops.
- Assists in the development and administration of long range plans for the physical and economic improvement of the City.
- Conducts field investigations and inspections as necessary.
- Assists in creating and maintaining community volunteer initiatives.
- Conducts research and analysis on issues and trends related to planning, economic development, and community development.
- Assists in economic development activities.
- Conducts field evaluations and assessments.
- Attends evening and weekend meetings as assigned.
- Other duties as assigned.
PHYSICAL ACTIVITIES
- Sitting, talking, listening, or walking for extended periods of time.
- Regular mental and visual attention with normal hand-eye coordination required.
- Occasional handling of average-weight objects with the ability to occasionally move about inside the office to access file cabinets, office machinery, etc.
- While performing the duties of this job, the team member is regularly required to sit and operate a personal computer for long periods of time.
- Required to use hands and arms to operate a variety of office machinery.
- Ability to communicate effectively via telephone and/or in person with team members, vendors, and citizens.
WORK ENVIRONMENT
- Work is typically performed in an office environment, with some exposure to weather and outdoor conditions from time to time.
- Frequent contact with federal and state officials and administrators, the public, and internal contacts requiring tact and diplomacy are requirements of the job
