Position Summary & Responsibilities

Position Summary:

The incumbent in this position provides recruitment to SCR in the day-to-day activities of the hospital. Serves as the back-up HR contact for internal and external customers for customer service queries. The incumbent of this position receives general direction from the Director of Human Resources and is expected to establish plans, develop methods and schedules for completion of the work within the guidelines established by state and federal statutes and regulations, agency policies and procedures.

Job Responsibilities may include but are not limited to the following:

Recruitment/ EEO/ ADA:

Administers South Central Regional Mental Health Hospital (SCR) recruitment and selection procedures set by Kansas Department for Aging and Disability Services (KDADS). Incumbent reviews and approves recruiting supervisors’ request to fill, screening for selection criteria, and guide supervisors through the selection process. Incumbents advise supervisors of recruitment strategies and alternatives when a position is likely to be hard to fill or has special requirements. This position monitors and evaluates recruitment practices to confirm compliance with federal and state statutes and regulations, KDADS/SCR policies and application of fair hiring practices. Advises and consult with supervisors to resolve questionable practices. Incumbent reviews of all recruitment paperwork submitted by supervisors to verify complete and accurate information is given, fair and equitable consideration of all applicants is made, and that the recruitment process has been applied to maximize recruitment potential from the most qualified candidates for vacant positions. This position advises supervisors of potential problems and offers solutions to avoid and/or eliminate problems and improve recruitment practices.

During the recruitment process this position: enters the vacancy requisitions into SHARP, registers all responses to vacancy announcements, advises job applicants of state application process, supplies current vacancies and application requirements in person, through e-mail, on recruitment websites and/or over the phone, collects and maintains materials prior to distribution for review.

Additionally, the incumbent is responsible for setting up interview appointments, collecting contacts references, analyzing turnover data, vacancy rates, disciplinary data, FTE/OT reports, and customer complaints to develop new techniques to ensure employee retention. Also, preparing and sending letters to employees for the HR Department, via e-mail and/or certified, then filing appropriately in personnel files.

Incumbent serves as the EEO Coordinator. Administers the affirmative action, equal employment opportunity and Americans with Disabilities Act programs; represents and advises the agency on AA / EEO / ADA matters and monitor program effectiveness, making changes as needed. Recruits EEO representatives and assigns those representatives to interview teams. Serves on interview teams and as a consultant to interview teams. Monitors, coordinates, and prepares annual Affirmative Action plan and Summary of Progress. Maintains affirmative action and EEO files and identifies areas of underutilization.

Incumbent compiles periodic reports to the SCR Superintendent and KDADS on the status of each vacant position to assist in budgeting and planning.

In addition, this position keeps an active tracking log of all positions requested from supervisors, sent to KDADS central office, and the position’s current placement within the recruitment process. As necessary, the incumbent contacts KDADS’ central HR Director for further clarification and comprehension of recruitment related issues.

SCR Master List, SHARP:

Officiate of SCR Master List of employees by continually compiling and maintaining information with the SCR budget staff. The Human Resource Manager and Hospital Superintendent utilize list to confirm all positions within KDADS have the correct position number, FLSA status, incumbent name, and salary.

Position Descriptions:

Incumbent manages position files and reviews position descriptions for classified and unclassified positions at SCR. This position incorporates accurate and concise language into position descriptions to facilitate classification by KDADS central staff and Department of Administration.

This position submits position descriptions and supporting documentation to KDADS Human Resource Director for classification. Instruct agency supervisors in the use of methods and terminology to write position descriptions that are clear, concise and accurately describe the duties being performed.

Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.

Special Qualifications/Education

Minimum Requirements:

  • Two years of experience in general office, clerical and administrative support work.

Preferred Requirements:

  • One year of experience in recruitment, with exposure to the State of Kansas program SHARP.

Post-Offer, Pre-employment Requirements:

  • Must be able to pass a background/fingerprint check prior to employment.
