Job Description

GENERAL PURPOSE
The Accountant 2 position at Gracedale Nursing Home maintains accounting, budgeting and related financial systems and develops, implements, analyzes, and reports accounting and fiscal records for assigned programs or funds.

SUPERVISION RECEIVED
This position reports directly to the Gracedale Lead Accountant.

SUPERVISION EXERCISED
This position may exercise limited oversight over lower-level accounting staff by assigning tasks, reviewing completed tasks, training, and orientation.

ESSENTIAL DUTIES OF THE POSITION
Maintains, or oversees the maintenance of, general ledgers, accounts, and systems, ensuring compliance with law, regulations, requirements, and established accounting control procedures.

Reviews resident trust account batches to ensure accuracy.

Reconciles accounts. Makes recommendations for approval of payroll, vendor, and other payments.

Performs monthly soft close and determines revenue to be recorded through use of the billing system. Maintains accurate accounts receivable balance. Assists in preparation of monthly financial reports.

Develops processes to ensure internal controls. Provides documentation and other support necessary for yearly audits.

Records and reconciles all capital additions for Gracedale fixed assets and presents needed reports for state reporting.

Works with Lead Accountant and other departments to determine their capital expectations and ensure adequate allocations are made within the budget to accommodate those needs.

Develops internal forms and procedures for use in budget development and administration. Reviews budget submissions from operating offices for changes to base data. Analyzes same for conformance to instructions, completeness of information, explanation, justification, etc.

Assists Lead Accountant with administering budget, comparing rate of expenditure against projection. Notifies operating offices and/or higher-level fiscal personnel of such findings, spending trends, and other relevant issues.

Advises personnel of means to more effectively record, control, and report accounts, budget, and other fiscal activities.

Extracts, extrapolates, analyzes, and develops accounting and financial data for use in budget, support, and other planning and reporting activities. Performs cost analyses of programs accomplished and services provided.

Prepares reports for internal use and submission to other County and/or Court offices, and State and Federal or other relevant agencies, including financial management analysis. Researches and summarizes support case histories, auditing payments made against court orders and approved schedules, and issues reports of same. Analyzes income, tax returns and related information to determine support liability payment levels and schedules. Reconciles support and other accounts.

May oversee work of lower-level accounting positions. Reviews transactions of those personnel, ensuring completeness and accuracy of work and provides advice and assistance on general working methods as well as specific tasks. Keeps higher level personnel informed of difficult and/or unusual problems encountered.

May participate in interviewing and selecting, or recommending selection, of such personnel. Provides input on performance appraisals. Approves leave requests. Recommends disciplines and carries out other personnel management functions in the absence of the Lead Accountant.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE - Graduation from an accredited college or university with a Bachelor's degree, including or supplemented by twenty-one (21) semester credit hours in professional accounting courses; AND

At least three (3) years of full-time professional work experience in accounting demonstrating the principles, practices, and standards of financial management and reporting methods, techniques, and standards; AND

Governmental accounting experience is preferred.

All employees of Gracedale Nursing Home will be required to attend Feeding Program training.

KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of accounting methods, techniques, and requirements governing governmental financial systems.

Thorough knowledge of accounting goals, objectives, principles, and practices pertaining to budget development and administration, if required by work assignment.

Knowledge of Federal and State accounting procedures and reporting requirements governing participation in governmental grants-in-aid, reimbursement, and other fiscal programs.

Knowledge of financial management and reporting methods, techniques, and standards.

Skill in preparing statistical, accounting, and financial statements.

Ability to operate a personal computer to enter information into and secure information from established data processing, spreadsheet, word processing, database, and graphics programs.

Ability to establish and maintain effective working relationships with associates, officials in operating offices, and others involved in accounting and budget work.

Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.

Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to walk, sit, talk, or hear.

The employee must occasionally lift and/or move up to twenty-five (25) pounds.
