Position Summary & Responsibilities:
Position Summary:
This Non-State Road Manager position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of Transportation Planning. This position maintains an accurate record of public roadways in Kansas that are not part of the State Highway System. The position coordinates efforts to successfully create and submit annual reports to the Federal Highway Administration (FHWA) HPMS and to state-level stakeholders as part of the annual Mileage and Travel update.
Job Responsibilities may include but are not limited to the following:
- Maintains and analyzes KDOT LRS data using Esri Roads and Highways for ArcPro and supplemental extensions and applications as part of the K-Hub system, primarily for roads not on the State Highway System.
- Trains, manages and reviews the work of Non-State Road System Analysts.
- Coordinates all KDOT activities required to successfully complete annual HPMS and Mileage and Travel reports.
- Leads efforts to maintain and update K-Hub to reflect the official functional classification and UAB values as directed by the Traffic and Field Operations (TFO) group, who coordinates changes with external agencies.
- Informs, trains, assigns, and evaluates personnel to facilitate the efficient accomplishment of all activities assigned within their area. Ensures technical competency and increases understanding and skillsets of subordinates.
- Prepares and provides K-Hub and other data extracts to fulfill Kansas Open Records Act (KORA) and other internal or external data requests.

Qualifications:
Minimum Qualifications:
- Five years of experience in collecting, evaluating, studying or reporting on geospatial data.
- Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered.
- Valid Driver’s License at time of appointment.
Preferred Qualifications:
- Work experience using Esri GIS products and/or Linear Referencing Systems (LRS).
- Two years of experience managing personnel.
- Two years of experience managing or coordinating programs or projects.
- Geographic Information systems Professional (GISP) certification.
- Professional Civil Engineer (PE) or Intern Engineer (IE) Certification recognized by the Kansas State Board of Technical Professionals.
- Project Management Progressional (PMP) certification.
- State of Kansas Project Manager certification.
- Kansas Mapper (KM), Professional Kansas Mapper (PKM) or Kansas GIS Designation (KGISD).
